02-25-2010 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA FEBRUARY 25, 2010 Present: David B. Norris, Mayor William Manuel, Vice Mayor Darryl Aubrey, Sc.D., President Pro Tem Edward M. Eissey, Ph.D., Councilman T.R. Hernacki, P.E., Councilman Jimmy Knight, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 8:45 p.m. All members of Council were present. All members of staff were present. PROSPERITY FARMS ROAD CORRIDOR STUDY (NORTH CENTRAL AND SOUTH CENTRAL SEGMENT) Village Planning Consultant Jim Fleischmann, Land Research Management, Inc. was present to review the Prosperity Farms Road Corridor Study. Mr. Knight gave a presentation on the north central and south central portions of the study. As determined by Mr. Fleischmann, the general corridor consists of these areas: south of the C-17 canal (Earman River), C-17 canal to Lighthouse Drive, Lighthouse Drive to Burns Road, and Burns Road to PGA; respectively, south, south central, north central, and north. Mr. Knight detailed the existing land inventory for the north central and south central segments. Mr. Knight explained that because any expansion of the R-2 Multiple Family Dwelling District would increase traffic on Prosperity Farms Road, a traffic study would be required. Mr. Fleischmann requested clarification from Council regarding allowing a commercial use on the Public Services site, or on religious or institutional sites, if these parcels were redeveloped. Discussion ensued on the parcels that back up to the Public Services site, currently zoned R-2, and it was suggested that these parcels could be considered for a dual R-2 and P-Public zoning. Council consensus was to leave it as R-2. Mr. Knight discussed the possibility of changing to R-2 zoning on the east side of Prosperity Farms Road, south of Dogwood Road, up to the Lighthouse Baptist Church property, which is currently zoned R-2. Mr. Knight noted that parcels to the north and south of this area are zoned R-2. Mr. Rubin advised that R-2 zoning allows single-family up to a four-unit building. Discussion ensued on changing the character of this area. Mr. Fleischmann suggested that height restrictions could be implemented, allowing a duplex or triplex, but one-story only. Council consensus was to explore the idea of changing to R-2, subject to certain conditions. The South Central Segment of the Prosperity Farms Road Corridor Study will be discussed at the next Workshop Session.
