2010-51 Revised Unified Local Mitigation Strategy PlanRESOLUTION 2010-51 • A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA ADOPTING THE 2009 REVISED UNIFIED PALM BEACH COUNTY LOCAL MITIGATION STRATEGY PLAN; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Palm Beach County is susceptible to a variety of natural and man-made disasters; and WHEREAS, the Disaster Mitigation Act of 2000 was enacted to establish a national disaster hazard mitigation program to reduce the loss of life and property, human suffering, economic disruption, and disaster assistance costs resulting from disasters, and to assist state and local governments in implementing effective hazard mitigation measures to ensure the continuation of critical services and facilities after a natural disaster; and WHEREAS, the Disaster Mitigation Act of 2000, as a condition for qualifying for and receiving future Federal mitigation assistance funding, requires such governments to have Federal Emergency Management Agency ("FEMA") approved mitigation plans in place that identify the natural hazards that could impact their jurisdictions, identify actions and activities to mitigate the effects of those hazards, and establish a coordinated process to implement such plans; and WHEREAS, Palm Beach County and its municipalities adopted a revised plan in 2004 in accordance with FEMA guidelines and in June 2009 completed the FEMA-mandated five year revisions to the Unified Local Mitigation Strategy ("LMS") Plan and submitted the revisions to the Florida Division of Emergency Management and to FEMA for review; and WHEREAS, the 2009 revised Unified LMS has been approved by the State and FEMA subject to adoption by the Board of County Commissioners and the participating municipalities; and WHEREAS, as recommended by the .LMS Steering Committee, the Board of County Commissioners approved the adoption of the 2009 revised Unified LMS Plan and the planned future enhancements and modifications described therein; and WHEREAS, the Village Council determines that adoption of the 2009 Unified LMS Plan is in the best interests of the residents and citizens of the Village of North Palm Beach. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA as follows: Section 1. The foregoing recitals are ratified as true and are incorporated herein. Section 2. The Village Council hereby approves and adopts the 2009 revised Unified Local Mitigation Strategy Plan in its entirety as approved by the Federal Emergency Management Agency and future revisions or modifications reviewed and approved by the Local Mitigation • Strategy Steering Committee and participating jurisdictions. .Page 1 of 2 Section 3. The Village of North Palm Beach authorizes the appropriate Village officials to pursue available funding opportunities for implementation of proposed mitigation initiatives • described therein and will, upon receipt of such funding or other necessary resources, seek to implement the actions contained in the mitigation strategies set out by the Plan. Section 4. The Village of North Palm Beach will continue to participate in the multi- jurisdictional LMS planning process, including the reporting requirements imposed by FEMA, the State and the LMS Steering Committee. Section 5. The Village Council directs the Village Clerk to transmit an original of this executed Resolution to the Palm Beach County Division of Emergency Management to be forwarded for filing in the Office of the Clerk and Comptroller.
