Members of the public who wish to be heard concerning any item listed on the Regular Session or Workshop Session Agenda may do so when the issue comes up for discussion. Those wishing to speak should complete a Statement from the Public Card (located at back of Council Chambers) and submit it to the Village Clerk prior to the beginning of the meeting. Time Limit: 3 minutes B. DECLARATION OF EX PARTE COMMUNICATIONS C. PUBLIC HEARINGS AND QUASI-JUDICIAL MATTERS PUBLIC HEARING AND 2ND READING OF ORDINANCE 2010-10 – CODE AMENDMENT 1. ALLOWING DOGS IN SPECIFIC AREAS OF ANCHORAGE PARK Consider a motion to adopt on first reading a proposed ordinance amending Article II, Dogs and Cats, of Chapter 4 of the Code of Ordinances to allow dogs in specific areas of Anchorage Park and to prohibit retractable leashes in public parks. ACTION Regular Session Agenda, July 22, 2010 Page 2 of 3 PUBLIC HEARING AND 2ND READING OF ORDINANCE 2010-11 – CODE AMENDMENT – 2. PERMITTED TEMPORARY SIGNS AND POLITICAL SIGNS Consider a motion to adopt on first reading a proposed ordinance amending Article V, Signs and Outdoor Displays, of Chapter 6 of the Code of Ordinances to clarify the maximum size requirement for non-political signs located on vacant lots within the R-1 or R-2 zoning districts, to limit political signs to one sign per candidate or issue, and clarify the time period during which political signs may be displayed. ACTION D. CONSENT AGENDA The Consent Agenda is for the purpose of expediting issues of a routine or pro-forma nature. Councilmen may remove any item from the Consent Agenda, which would automatically convey that item to the Regular Agenda for separate discussion and vote. Resolution 2010-38 1. acknowledging Florida Public Utilities Company’s filing of the Acceptance of Franchise Grant and approving the Agreement to Modify Franchise Ordinance between the Village and Florida Public Utilities Company 2. Receive for file Minutes of Recreation Advisory Board meeting held 7/13/2010 E. OTHER VILLAGE BUSINESS MATTERS RESOLUTION – TENTATIVE MILLAGE RATE 1. Consider a motion to adopt a proposed resolution adopting a tentative millage rate of 7.4802 mils for fiscal year 2010-2011 and establishing the date and time of the first hearing on the tentative budget and proposed millage rate. ACTION RESOLUTION – AD HOC BUSINESS ADVISORY COMMITTEE 2. Consider a motion to adopt a proposed resolution creating an ad hoc Business Advisory Committee to provide recommendations to the Village Council on matters affecting businesses located in the Village. ACTION RESOLUTION – DESIGNATING ADDITIONAL CODE SECTIONS FOR ENFORCEMENT 3. BY CITATION – Consider a motion to adopt a proposed resolution amending Resolution 2009-52 to designate additional sections to be enforced by citation. ACTION MOTION – INTERIM CODE ENFORCEMENT SPECIAL MAGISTRATE – 4. Consider a motion to approve the appointment of Thomas J. Baird as interim Code Enforcement Special Magistrate for the Village. ADJOURNMENT If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting, he or she will need a record of the proceedings and for such purpose he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105). In accordance with the Americans with Disabilities Act, any person who may require special accommodation to participate in the meeting should contact the Village Clerk’s Office at 841-3355 at least 72 hours prior to the meeting date. This agenda represents the tentative agenda for the scheduled meeting of the Village Council. Due to the nature of governmental duties and responsibilities, the Village Council reserves the right to make additions to, or deletions from, the items contained in this agenda.
