Mayor Manuel called the meeting to order at 8:46 p.m. All members of Council were present. All members
of staff were present.
DOGS IN VILLAGE PARKS
Mr. Knight gave a brief history of this issue, and referred to the results of the Dog Park and Dog Off-
Leash Resident Survey, as well as copies of animal control ordinances from neighboring municipalities.
The Council discussed allowing dogs on the perimeter pathway in Anchorage Park, provided the owners
keep their dogs leashed and pick up after them. It was determined to prohibit the use of retractable
leashes in Village parks. Discussion ensued on the need for strict enforcement of animal control
regulations, in order to provide for the health, safety, and welfare of all citizens using Village parks.
Council was opposed to allowing dogs off the leash in any Village park.
An ordinance amending the Village Code to allow dogs in all Village parks, subject to certain limitations,
will be placed on the July 8, 2010 Regular Session agenda.
SIGN CODE AMENDMENT
Discussion was held on a proposed ordinance amending Article V, Signs and Outdoor Displays, of
Chapter 6 of the Code of Ordinances to clarify the maximum size requirement for non-political signs located
on vacant lots in the R-1 and R-2 zoning districts and to limit political signs to one sign per candidate or issue.
Discussion ensued on limiting political signs to one sign per candidate or issue per parcel, in both
residential and commercial zoning districts, as well as whether to remove any restriction on the total
number of political signs allowed on a parcel or to increase the number above the current maximum total
of three political signs per parcel. It was requested that staff provide copies of the political sign
regulations from other municipalities for comparison.
Regarding the maximum size for non-political. signs on vacant lots in the R-1 and R-2 zoning districts,
Community Development Director Chuck Huff explained that these signs would be limited to one sign of
five square feet per parcel. Mr. Rubin explained that the amendment would make temporary signage
requirements consistent within the R-1 and R-2 residential zoning districts by removing a loophole in the code
that could allow a larger sign on a vacant residential parcel than that allowed on a lot with a structure.
This item was forwarded to the July 8, 2010 Regular Session agenda.
