07-18-1988 VC B WS-MMINUTES OF BUDGET WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FIARIDA HELD MONDAY, JULY 18, 1988 Present: Craig Mundt, Mayor Judy M. Piennan, Vice Mayor ' Tom Valente, President Pro Tem Jerry G. Gardner, Councilman V. A. Marks, M.D., Councilman Raynand J. Howland, Village Manager Shaukat Khan, Finance Director Mayor Mundt called the Country Club Budget Workshop Session to order at 7:00 p.m. All members of the Council ware present. The Village Manager and the Director of Finance were also present. Council approved the July 15 sumnarial report of the Finance Director. Council agreed to discuss traps at the next Council workshop and will need a further report fran the Country Club Administrator or the Village Manager. Council wanted to make certain that the Village implements an effective policy for determination of identification of Village residents so that it will be possible to collect the proper fees etc. at the Country Club. Council agreed to go to 40 hours for all full-time employees at ' the Club. Adjustments will have to be made in the salary pages and in the bottom line of the Country Club budget. Annual membership fees will be due on September 15, November 15 and January 15. The Country Club Budget Workshop was cosrpleted at 7:59 p.m. General Fund Budget Workshop began with the Mayor thanking the Village Manager for his timely remittance of the budget. $1,000.00 was cut from the Village Council's capital. Council decided that the Village Clerk trainee will be hired on February 1, 1989. A part-time person will assist the Village Clerk, and $19,530.00 was cut fran the Salary Account for a full-time assistant. Capital for the computer was reduced to $4,800.00 and it was agreed to purchase the letter quality printer rather than the laser printer. Next year the proposed budget should be prepared with tabs and in a three ring binder. ' A lengthy discussion was held on the position of Assistant Village Manager. Council requested a summary of the duties. Council indicated a need for a budget transfer for insurance shortage in the current Finance budget. Council voted to put all General Fund employees that are full-time on 40 hours if they are not already working 40 hours now. ' Due to the proposed Country Club renovation, we are to prepare a program for Margaret Cook to kurk in Finance for four months next summer and for Sheila Dewberry to work in the Manager's office for four months next summer. Council agreed to return to page 36. In General Services the sums of $5,000.00 for electrical work and $14,000.00 for the parking lot were cut. Members of the public were present at this meeting.
