09-25-1986 VC PH-MMINUTES OF PUBLIC NEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 25, 1986 Present: Craig Mundt, Mayor Tom Valente, Vice Mayor Kenneth ~i. Mays, D.M.D., President Pro Tem V. A. Marks, M.D., Councilman Judy Pierman, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Mundt called the Public Hearing to order at 7:00 p.m. All ROLL CALL members of the Council and the staff were present. The purpose of the Public Hearing is to hear the comments of the PURPOSE OF public concerning the proposed 1986-87 operating budget, PUBLIC HEARING including the North Palm Beach Country Club. Legal notices of this Public Hearing were published in the Palm Beach Post on September 22, 1986 and were posted according to law. Mr. Howard Kohout, 134 Lakeshore Drive, stated that according to COMMENTS his figures the proposed operating budget for fiscal year 1986-87 FROM THE indicated an increase of 17% over last year's operating budget, PUBLIC which he felt was an unconscionable increase. He was in favor of ' Police and Fire, but felt that the department heads had not given this budget the attention it deserves, and he recommended to Council that this budget go back to the drawing board. Mr. Immanuel Grinn, 536 Greenway Drive, posed several questions concerning the proposed operating budget. These questions were answered by the Mayor and Village Council and the Village Manager. Vice Mayor Valente moved that Resolution No. 18-86 entitled: RES. 18-86 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 1986, FIXING THE TOTAL VALUATION THEREON AND THE TAX MILEAGE RATE THEREON FOR SAID TAX YEAR; AND REPEALING ALL RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION be adopted. The motion was seconded by President Pro Tem Mays and passed unanimously. Vice Mayor Valente moved that Bill No. 489 entitled: BILL 489 PLACED ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, SECOND ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1986, TO READING ' SEPTEMBER 30, 1987, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE be placed on second reading and read by title alone. The motion was seconded by President Pro Tem Mays and passed unanimously. BILL 489 Vice Mayor Valente moved that Bill No. 489 be adopted as ADOPTED AS Ordinance No. 14-86. The motion was seconded by Councilman Marks ORD. 14-86 and passed unanimously.
