05-22-1986 VC WS-MMINUTES OF WORKSHOP OF THE VILLAGE COUNCIL OF NORTH PALM HELD THURSDAY, MAY 22, SESSION BEACH, FLORIDA 1986 Present: Craig Mundt, Mayor Tom Valente, Vice Mayor ' Kenneth H. Mays, D.M.D., President Pro Tem V. A. Marks, M. D., Councilman Judy M. Pierman, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Mundt called the Workshop Session to order at 7:45 p.m. ROLL CALL All members of the Council and the staff were present. A discussion was held concerning Bill No. 458, a proposed BILL 458 ordinance providing for the submission to the electors of said Village a proposed amendment to the Village Charter, said amendment to provide that the sale, lease or improvement of certain Village owned real property located within the corporate limits of the Village can be made only after the approval by a vote of the Village electors in a Referendum Election called and held as provided by law; providing an effective date should the amendment to the Charter be approved at such Referendum Election; providing a severability clause; setting forth the form of the question to be voted upon at said Referendum Election, and for other purposes. In view of the fact that Mr. Charles O'Meilia, ' Director of Public Services, had made some proposed changes to this ordinance which Council had not had time to review, Council elected to place this item on the June 12, 1986 workshop session agenda. A discussion was held concerning Bill No. 484, a proposed BILL 484 ordinance amending the North Palm Beach budget for fiscal year 1985-86 by appropriation transfers (ROF - Fairway Mower and Irrigation Filter). This item will be placed on the June 12, 1986 regular session agenda. A discussion was held concerning the revised Marina Berthing MARINA - WET Lease and the revised Marina Dry Storage Lease. This item will & DRY STORAGE be placed on the June 12, 1986 regular session agenda. LEASES A discussion was held concerning placement of an advertisement in AD IN the 90-page special convention issue of the FLORIDA MUNICIPAL FLORIDA RECORD. Council discussed placing a 1/4 page ad at a cost of MUNICIPAL $131.00. This item will be placed on the June 12, 1986 regular RECORD session agenda.
