12-13-1984 VC WS-MMINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, DECEMBER 13, 1984 ' Present: V. A. Marks, M. D., Mayor Al Moore, Vice Mayor Harriet Nolan, President Pro Tem Craig Mundt, Councilman Tom Valente, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk 1985. A discussion was held concerning awarding the bid for shutters ' for the North Palm Beach Library to Weather Control Shutters, Hollywood, FL, in the amount of $18,688 to be expended from Account No. 10-571-041-66000 (Shutters - Capital). Additional money will be needed for this purchase; therefore, an ordinance will be prepared transferring the additional funds from Council Contingency. The ordinance will be placed on the regular session agenda of January 10, 1985 for first reading, and the bid award will be placed on the regular session agenda of January 24, 1985. Mayor Marks called the Workshop Session to order at 10:00 p.m. All members of the Council and the staff were present. A discussion was held concerning awarding the bid for a 15-passenger van for the North Palm Beach Public Safety Department Police Explorers and Crime Prevention to Palm Beach Dodge, Inc., West Palm Beach, FL in the amount of 815,200, the funds to be expended from the Explorer Account and Account No. 10-521-024-66000 (Law Enforcement Trust - Capital). This item will be placed on the regular session agenda of January 10, ROLL CALL BID AWARD - 15-PASSENGER VAN BID AWARD - LIBRARY SHUTTERS A discussion was held concerning awarding the bid for the EMS building at Anchorage Park to Fine Builders, Palm Beach Gardens, FL, in the amount of $26,500 to be expended from Account No. 10-526-023-66250 (EMS Building). An ordinance will have to be prepared transferring $32,000 from prior year's surplus to the above-mentioned account ($26,500 to Fine Builders and an additional $5,500 for air conditioning, electrical work, etc. which will be performed by the Public Services Department personnel). The ordinance will be placed on the regular session agenda of January 10, 1985 for first reading, and the bid award will be placed on the regular session agenda of January 24, 1985. Village Manager to come back descriptions for adoption. the adoption of various job The Council instructed the to Council with all job A discussion was held concerning Ordinance No. 84-2, an ordinance of the Board of County Commissioners of Palm Beach County, Florida, amending Section 508 of Ordinance No. 81-13, the Palm Beach County Addendum to the Standard Building Code; adding minimum door width requirements for dwelling units, hotels and motels; providing for severability; providing for inclusion in the Code; and providing for an effective date. REVISING COUNTY BUILDING CODE Minutes of Workshop Session Held Thursday, December 13, 1984 Page 2 1 1 President Pro Tem Nolan requested an update of the computer program at the North Palm Beach Country Club from the Village Manager. She stated she wanted the computers up and ready by January 15, 1985 or wanted them sent back. Mr. Howland said he would do his best to comply with this request. The Council discussed the recommendation from the Country Club Advisory Board that cart rental fees for players on the Lung Card Program be increased $2.00. The Council opted to leave the fees as they are for the balance of this year. The Council discussed the fee schedule for use of Village facilities as set forth in the Recreation Advisory Board minutes of October 9, 1984. After discussion, it was determined by Council not to impose fees for anything but late registration at the Recreation Department.
