08-23-1984 VC WS-MMINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 23, 1984 ' Present: V. A. Marks, M. D., Mayor Al Moore, Vice Mayor Harriet Nolan, President Pro Tem Craig Mundt, Councilman Tom Valente, Councilman Raymond J. Howland, Village Manager Thomas J. Yeager, Village Attorney Dolores R. Walker, Village Clerk Mayor Marks called the Workshop Session to order at 9.05 p.m. ROLL CALL All members of the Council and the staff were present. Council discussed the request from Cape Ann Development Company ABANDONMENT for abandonment and dedication of drainage easements on Lots 12 & DEDICATION and 13, Block 38, Plat 3 (316-320 Southwind Drive). A Resolution OF DRAINAGE will be prepared on this abandonment and dedication and the item EASEMENTS ON will be placed on the regular session agenda of September 13, LOTS 12 & 13 1984. Mr. Harold Skaggs, 548 Anchorage Drive, appeared before the H. SKAGGS - Council to request permission to put the electric under the LIGHTING THE ' sidewalk at his home Christmastime, and after to light the tree in his swale at the Christmas decorations are over each TREE IN HIS SWALE AT year, to cap the conduit in January. The Council told Mr. Skaggs CHRISTMASTIME that they would give him permission to do this, with the proviso that he would give us a contract, relieving the Village of all liability. The Council discussed sick time, vacation, and comp time for SICK, VACATION Village and Country Club employees. The Council determined that & COMP TIME there would be a grandfather clause for employees who worked for the Village in 1977 which would permit them to have all the sick leave accumulated beyond the 60 day limit if they need it for illness, an accident, etc. while they are still employed by the Village. The Council instructed the Village Manager to get the figures on sick leave and vacation and bring this item back to the workshop session of September 13, 1984. The Council discussed the approval in concept of the First FIRST PRESBYTER- Presbyterian Church expansion plans. The Council instructed the IAN CHURCH EX- Village Manager to bring this item to the budget workshop of PANSION PLANS Monday, August 27, 1984 so that Council could appropriate the money for paving at First Presbyterian Church and then place the item on the regular session agenda of September 13, 1984.
