Mayor Valente called the Workshop Session to order at 9:12 p.m. ROLL CALL
All members of the Council and the staff were present.
A discussion was held concerning Bill No. 429, a proposed ordinance BILL 429 -
amending Section 10.6(a) of the Village Code to change the qual- CHANGING
ifying periods for candidates for the Village Election. This QUALIFYING PERIODS
item will appear on the regular session agenda of November 10, FOR CANDIDATES
1983.
A discussion was held concerning the use of the building just PARAMEDIC
inside the fence on the Seacoast property at Anchorage Park HEADQUARTERS
for headquarters for our Paramedics. Staff has looked it over
and met with Nolan Reed to see if it would be available. It
is very possible that it would be. The split with the MacArthur
Foundation has to take place by November 30th, and after that
date they would definitely be able to give us a decision. This
item will appear on the regular session agenda of December 8,
1983.
A discussion was held concerning a beautification award to those BEAUTIFICATION
condominiums and commercial areas who make determined efforts to AWARD - CONDO-
beautify their environs. Village Manager, Ray Howland, is to work MINIUMS & COMM-
on this and bring it back to Council at a later date. ERCIAL AREAS
A discussion was held concerning the purchase of a refrigerator,
set of table and chairs, and two beds for the Emergency Medical
Service with the $1,000 contribution we received from Bruce
King Chevrolet. The Council did not feel that any of these
items were satisfactory. They wanted to buy something for the
NPB Community Center with this money. They directed Village
Manager, Ray Howland, to come back to Council with the gift
catalog to determine what will be bought. This item will
appear on the regular session agenda of November 10, 1983.
A discussion was held concerning telephone proposals. The
Council will advise the Village Manager of what they want
so he can prepare the specifications for a new telephone
system.

' A discussion was held concerning engaging the services of May COMPUTER
Zima, our CPA firm, as a consultant to assist the Village in SYSTEM
the selection of a computer. This item will appear on the

A discussion was held concerning the annexation of the parcel of
property immediately east of Benjamin School into the Village.
This item will appear on the regular session agenda of November
10, 1983.
' The Village Council discussed the petition directed to the
Palm Beach County Planning Commission and the Board of County
Commissioners for a special exception (an educational institu-
tion) for the property bordered by Prosperity Farms Road and
Park Road. Council instructed Village Manager, Ray Howland,
to write a letter of objection from the Village to the Palm
Beach Planning Commission concerning this proposed rezoning.
There being no further business to come before the Council,
the meeting was adjourned at _10:00 p.m.
