12-10-1981 VC WS-M,, . L MINUTES OF THE WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, DECEMBER 10, 1981 Present: V. A. Marks, M.D., Mayor Tom Valente, Vice Mayor William H. Brown, President Pro Tem Al Moore, Councilman t Harriet Nolan, Councilwoman Herbert L. Gildan, Village Attorney Raymond J. Howland, Village Manager Dolores R. Walker, Village Clerk Vice Mayor Valente called the Workshop Session to order at ROLL CALL 8:55 p.m. All members of the Council and staff were present save Mayor Marks who was called away on a medical emergency. Bob Russell, a resident at Old Port Cove, voiced his concern STATEMENT over several problems at Old Port Cove that he believed to FROM VILLAGE be Village Ordinance violations. He was advised by Council RESIDENT that he should take his complaints to the Public Safety Department. A discussion was held concerning Bill No. 389 - Variances, Docks and Wharfs. This item will be placed on the Regular Session Agenda of January 14, 1982 after changing it to limit area covered to Lake Worth only. A discussion was held concerning the Bid Awards for the North Palm Beach Country Club renovations. The account numbers were not correct money wise. They will have to be adjusted to reflect correct amounts. This item will be placed on the next Regular Session Agenda after the adjustments have been made. A discussion was held concerning the Bid Award for a greensmower for the North Palm Beach County Club. This item will be placed on the next Regular Session Agenda. BILL N0. 389 NPBCC RENOVATIONS BIDS GREENSM04IER FOR NPBCC A discussion was held concerning the 25th Anniversary Time 25th ANNIVER- Capsule placement. It was recommended that the Capsule be SARY TIME buried in the center of the sidewalk in front of the Library CAPSULE and a plaque be placed over it to mark the spot. This item will be placed on the next Regular Session Agenda. A discussion was held concerning the Special Drawbridge Regulation 117.438c controlling the operation of the Parker Bridge. It was recommended to renegotiate the Regulation next year, hopefully for the better, It will be requested that the Coast Guard conduct another survey. Recommendation was made to ask the Village Manager to write a letter asking for clarification of the Curves as listed in the most recent correspondence from the Coast Guard regarding Parker Bridge. Mayor Marks returned to the Workshop Session at 9:25 p.m. A discussion was held concerning the loss of large amounts of greens fees revenue since the implementation of the new member/charge rule at the Country Club. The Village Manager was asked to draft a letter to be included in next month's Country Club billing advising members that they may face suspension from the Club if they are caught violating the new member/charge rule. OPERATION OF PARKER BRIDGE MAYOR RETURNS MEMBER/CHARGE RULE NPBCC ~.. ~ Workshop December Page 2 Session Minutes 10, 1981 A discussion was held concerning the Golf Membership Cap. MEMBERSHIP The membership cap is going to remain at 650. CAPS A discussion was held concerning the Oakes Arts Foundation OAKES ARTS Proposal for the Winter Club at the North Palm Beach Country FOUNDATION Club. It was recommended that this item be placed on the PROPOSAL FOR January 14, 1982 Regular Session Agenda if the lease is WINTER CLUB ready. February 25th would be the latest date that could be considered for acceptance. A discussion was held concerning the Seacoast Utilities Acquisition, and the engaging of financial and technical utility consultants. This item will be placed on the January 14 Regular Session Agenda. 1 1 A discussion was held concerning the Crime Prevention Program from Public Safety. This item will be placed on the Regular Session Agenda of January 14. A discussion was held concerning the establishment of a Human Relations Committee/Council within the Village of North Palm Beach. It was decided not to participate in this project at this time. A discussion was held concerning the non-performance clauses with regard to contracts let by Palm Beach County. The Mayor is to write a letter to Palm Beach County concerning this matter. A discussion was held concerning the Danner Associates Lease at the North Palm Beach Country Club Dining Room. A decision was not reached at this time. There being no further business to come before the Council, the meeting was adjourned at 11:00 p.m. Minutes recorded by: Betty C.
