09-11-1980 VC WS-M M1N[TlFS OF WORKSHOP SESSION VILIAGE COUNCIL OF NORTH PALM BEACH, FIARIDA HQD THURSDAY, SEPTFZiBER 11, 1980 Present: V. A. Marks, M.D., Mayor Al Moore, Vice Mayor Tan Valente, President Pro Tem William H. Brown, Cotmcilman Harriet Nolan, Councilwoman Raymmd J. Howland, Village Manager ' Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Cheryl S. Collins, Deputy Village Clerk Mayor Marks called the Workshop Session to order at 9:25 p.m. All ROLL CALL members of the Cotmcil and Staff were present. Martha Nadelman, Village Historian, stated that she had received a copy of the letter from the Florida State Department which declared the Palm Beach Winter Club a historic site on the National Register, represents a year of tedious research, assisted graciously by Nancy Moore of the Library, and meticulous detail on the part of Ray Howland and herself. Referring to the local referendun last year, 50% of the Village residents wanted the building demolished; the other 50'/o wanted it refurbished and retained as a historic site. She felt that if the building were repaired and refurbished, it would serve several important purposes in the Village. We are rapidly coming of age, she said. North Palm Beach should have an archives roan containing records of the development and progress of the Village for posteriity and for those interested in our history. The building is ideally located for a theatrical group. She has been approached by such a group who would like to use the Palm Beach Winter Club if it is repaired, for rehearsals and theatrical productions. This would be a plus for culture for the Village. There is no reason why North Palm Beachers should not vote right here in their own Village and the Palm Beach Winter Clvb ceuld provide such a service. Recreational activities for children, adults and senior citizens have been available ir- the building in the past but the children, their parents and grandparents are certainly entitled to a restored, renovated and undernized building. Some citizens in the Village have offered me their cooperation to help us raise funds and even to get volunteers from the public building trades to help us with sane of the refurbish There is probably public funding available but this needs t~e investigated; however, before I continue further, it is important that the Council came to a meeting of the minds as to its priorities for the Palm Beach Winter Club and while its not necessary to make a decision at once, I would like to know your sentiments on the matter at your earliest convenience. the Mayor expressed his appreciation for the hard work by the conmittee and stated that there is money in the budget to fix the roof; that the Jaycees want to use one roan and help fix up sane rooms which will all have to be coordinated. There will be a workshop meeting ai Septetrber 23, 1980 at 7:30 p.m. Councilman Brown requested that Mrs. Nadleman attend this meeting and anyone else who can provide additional input concernic-g the future of the Winter Club, and submit sketches along with their suggestions. A discussion was held concerning unending Section 2, Article III, of the Village Charter by changing the date of the General Election from the third Tuesday in March to the seamd Tuesday in March of each year; providing that this ordinance of amendment shall be submitted to the electors of the Village at a special election to be held in the Village on the 4th day of November, 1980, in the form of a proposition on the referendum election ballot; and providing for an effective date hereof. This item will be placed on the Regular agenda of 9-25-80. Councilmen Brown suggested that an article appear in the October Newsletter to explain t:0 the Village residents why this proposit an be on the referendum election ballot.
