08-28-1980 VC WS-MMINUTES OF WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 28, 1980 Present: V. A. Marks, M.D., Mayor Al Moore, Vice Mayor Tom Valente, President Pro Tem William H. Brown, Councilman Harriet Nolan, Councilwoman Raymond J. Howland, Village Manager . Herbert L. Gildan, Village Attorney ' Dolores R. Walker, Village Clerk Cheryl S. Collins, Deputy Village Clerk Mayor Marks called the Workshop Session to order at 8:40 p.m. ROLL CALL All members of the Council and Staff were present. A discussion was held concerning the following proposed ordinances: Amending Chapter 12 of the Village of North Pa]m Beach Code, BILL N0. 362 the Fire Prevention Code for the Village, by adopting by reference thereto the Standard Fire Prevention Code, 1979 Edition, and setting forth amendments to said Standard Fire Prevention Code. Amending Chapter 6 of the Village of North Palm Beach Code, BILL N0. 363 the Building Code for the Village, by adopting by reference thereto the Florida Model Energy Efficiency Code for Building Construction, May 1980 Edition. Amending Chapter 22 of the Village of North Palm Beach Code, BILL N0. 364 the Plumbing Code for the Village, by adopting by reference thereto the Standard Plumbing Code, 1979 Edition including Appendix A, D, and F thereto, and setting forth amendments to said Standard Plumbing Code. ' Amending Chapter 6 of the Village of North Palm Beach Code, BILL N0. 365 the Building Code for the Village, by adopting by reference thereto the Standard Building Code, 1979 Edition, including Appendices A, B, C, E, F, G, and L thereto and setting forth amendments to said Standard Building Code. Amending Chapter 13 of the Village of North Palm Beach Code, BILL N0. 366 the Gas Code for the Village, by adopting by reference thereto the Standard Gas Code, 1979 Edition, and setting forth amendments to said Standard Gas Code. Amending Chapter 17.5 of the Village of North Palm Beach Code, BILL N0. 367 the Mechanical Code for the Village, by adopting by reference thereto the Standard Mechanical Code, 1979 Edition, and setting forth amendments to said Standard Mechanical Code. Amending Chapter 45 of the Village of North Palm Beach Code, BILL N0. 368 the Housing Code for the Village, by adopting by reference thereto, the Standard Housing Code, 1979 Edition. The above-listed bills will appear on the Regular agenda of 9-11-80. A discussion was held concerning setting forth purchasing PURCHASING regulations for the Village and repealing Resolution No. REGULATIONS 409-69. The Village Manager and Finance Director will make additional corrections and/or additions to the proposed regulations and this will be placed on the Regular agenda of 9-11-80. Council voted to "opt out" of Village participation in the PALM BEACH COUNTY Community Development Block Grant program for fiscal year COMMUNITY DEVELOP- 1981 and therefore, will not sign an inter-local agreement MENT PROGRAM for fiscal year 1981. A discussion was held concerning amending Chapter 20 of the Village BILL N0, 370 Code by regulating the hours during which public parks and recreation facilities shall be open to the p lic. Zt was amended by Cowtcil and will be placed on the Regular agenda of 9-25-80, The Clean Indoor Air Ordinance adopted by the Board of County BILL N0. 371 Commissioners was discussed. The Village Attorney was asked to draft the necessary docunent exempting the Village for the Regular meeting of 9-25-80. A proposed resolution setting forth travel regulations for officials TRAVEL REGULATIONS and employees of the Village was diecussed, It was amended by Co~mcil and will be placed on the Regular agenda of 9-25-80, The proposed 1980-81 employee holidays were withdrawn from the agenda VIIdA(~ EMPLAYEE due to contract negotiations with P,B,A, The Village Manager will Li~LIDP,YS advise when a new contract has been signed at which time this item will appear on the Regular agenda. The matter of a request by Northern Palm Beach County Water Cocitrol SOULH FLARI-A District for immediate development of the full drainage capability WATER MANAGEt~IdT of Canal C-17 was moved to the Regular agendaunder Resolutions, (d). DISTRICT CANAL C-17 A discussion was held concerning authorizing the Mayor to execute those certain agreements between the Village and Peter Finlayson, Golf Professional, Raymond Keldie, Tennis Professional, and Richard Cavanah, Pool Manager. A discussion was held concerning authorizing the Village Manager to seek bids for the purchase of a greensmower for the NPBOC in the amnnt of $7,800 to be expended from '4ip front money", 1980-81 R.O.F. Accamt. Discussion concerning authorizing certification of MICA services for refuse and garbage collection was deferred tmtil after the matter concerning the new refuse collection days in the Village was examined by Council. The Village Attorney stated that the MICA contract states that the Village Cotmcil will make their judgement on whether or not they believe that any services have been saved by virtue of MICA. Council discussed the Village's stand on the purchase of Seacoast Utilities in preparation for the Tri-city meeting to be held on October 14, 1980, Councilmen Brawn requested that this item be placed on the agenda; that these people have been fooling around with amateurs in this area, including Joe Wise; that if they were serious about this they would get somebody like Howard Osterman; that we should take a firm stand and get Howard Osterman if they don't because he knows about this. The Mayor suggested that the Village Attorney get something together regarding Council's feelings on this matter and that Mr. Gildan attend the meeting on the 14th. OF AMERICA (MICA) SERVICES SEACQAST UTILITIES This item was withdrawn from the agenda and a Workshop is scheduled WILdIER CLUB for September 23, 1980 at which time the future of the Winter Club relative to its having been officially listed on the National Register of Historic Places will be discussed. There will also be a representative from the Jaycees at the Regular Session of 9-25-80, The matter concerning the possibility of the Village Manager's NJRTH PALM BEACH investigation of personnel problems at the NPB Public Library was LIBRARY ' troved to the Regular agenda order Village Manager's Report, A brief discussion was held concerning the new refuse collection NEW REFUSE days in the Village, It was the consensus of Council to try the OOLLECTION new plan; that money is not in the 1980-81 budget if this new schedule does not work, Tom Monahan, 548 Gulf Road was opposed.
