Mayor Heraty called the Workshop Session to order at ROLL CALL
8:45 P.M. All members of the Council were present.
A discussion was held concerning a proposed ordinance "LIVE ABOARD"
regarding the resident status of thos individuals living ORDINANCE
aboard boats within the Village, restricting full time
residency. A representative of the North Palm Beach
Marina was present and made a statement to the Council.
After considerable discussion, it was decided that this
item would appear on the June 10, 1976 agenda - after
changes in the wording have been made as requested by
Council.
A discussion was held concerning a proposed resolution APPOINTMENT OF
regarding the appointment of Alan Bernstein as Judge JUDGE AD LITEM
ad Litem for the Village. This item will be placed on
the June 10 agenda.
A discussion was held concerning a proposed resolution TELEMETRY BASE
awarding bid to Motorola, Inc. for telemetry base station, STATION
field unit and accessory equipment in the amount of
$27,928 to be expended from Account Nos. 12-401 and
12-408 and the rejection of all maintenance contract
proposals. After considerable questions and answers
between Council and Chief Wille it was decided that
this item would be placed on the June 10, 1976 Regular
agenda.
A discussion was held concerning the transfer of $894 TYPEWRITER AND
from Reserve Account No. 40-500 to Account No. 31-406, CALCULATOR
Administration - office equipment, which is the amount PURCHASE
of money necessary to purchase one Remington Electric
Typewriter and two calculators. This item will be on
the next Regular Session agenda of June 10, 1976.
A discussion was held concerning the proposal of the PROPOSED COMMUNITY
Village Manager and the Community Center Advisory Board CENTER FACILITIES
regarding development of proposed community center
facilities, including a multi-center approach to
development. The Village Manager is to contact the
appropriate persons to help the Advisory Board and
Manager come up with facts and figures. This item
will be brought back to Council when this has been
accomplished.
A discussion was held concerning a solution to congestive CONGESTIVE PARKING
parking caused by use of Osborne Park facilities in the PROBLEMS ALONG
800 block of Lighthouse Drive. It was decided that no LIGHTHOUSE DRIVE
parking signs would be erected on the Swale area to stop
the parking of cars along Lighthouse Drive.

A discussion was held concerning the approval of the WATER METERS
installation of seven one-inch water meters in the amount
of $2,226, to be expended from Account Nos. 14-405.2 and
1-171 (Utility Deposits). This item will appear on the
June 10 Regular Agenda.
Discussion was held concerning what Council wishes to do BEAUTIFICATION
about the Beautification Committee since there are no COMMITTEE
members at present. A resolution will be prepared to
repeal resolution No. 184 which created the Beautification
Committee of the Village. This resolution will be on the
next Regular Agenda of June 10.
A discussion was held concerning the definition of part- PART-TIME
time employment to meet requirements of State-Municipal EMPLOYEES
Agreement. This item will be on the Regular Agenda of
June 10 with proper definition of part-time employees as
requested by the State.
A discussion was held concerning preparation of a resolution BANK DEPOSIT0
regarding bank depositories and financial policies per the AND FINANCIAL
Finance Director's recommendations, A resolution will be POLICIES
prepared dseignating persons who can sign and countersign
for the depositories. This resolution will appear, on the
June 10 Regular Session agenda.
Councilman Moore brought to the floor the matter of pay RESERVE PAY
differences for those persons who work for the Village DIFFERENCES
who go on active duty for the Armed Services for Reserve
Status. Suggestion was made that the Village should pick
up the difference in pay for these employees since they
are serving their Country in this capacity. The Village
Manager will bring this item back to Council as an
amendment to Section 7.06 of the Village Personnel Rules
and Regulations.
There being no further business to come before the Council, ADJOURNMENT
the meeting was adjourned at 10:45 P.M.
