ROLL CALL
Mayor Norris called the meeting to order at 7:30 p.m. All members of Council were present.
All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Mayor Norris gave the invocation and Vice Mayor Manuel led the public in the Pledge of
Allegiance to the Flag.
AWARDS AND RECOGNITION
Mayor Norris presented a certificate to Deputy Village Clerk Christine Wilcott in recognition of
achieving the title of Certified Municipal Clerk, as awarded by the International Institute of
Municipal Clerks.
Mayor Norris proclaimed March 26, 2010 as Edward M. Eissey Day in the Village of North
Palm Beach, in recognition of Dr. Eissey's 12 years of service to the Village. Dr. Eissey
expressed gratitude to his family for their support during his 46 years in education and 12 years
on the Village Council.
APPROVAL OF NIINUTES
The minutes ofthe Regular Session held 3/11/2010 were approved as written.
RESOLUTION 2010-16 ADOPTED -ACCEPTING RESULTS OF GENERAL ELECTION
Motion by Vice Mayor Manuel, second by Councilman Eissey to adopt Resolution 2010-16 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, ACCEPTING AND DECLARING THE RESULTS OF THE MARCH 9, 2010
GENERAL ELECTION; AND PROVIDING FOR AN EFFECTIVE DATE.
The motion passed unanimously.
• ADMINISTRATION OF COUNCILMAN OATHS
Village Clerk Melissa Teal administered the oath of office to re-elected council members
Darryl Aubrey and William Manuel, and newly elected council member Robert Gebbia. Said
Oaths are attached to the official Minutes.

COUNCIL REORGANIZATION
• David Norris nominated William Manuel for Mayor. With no other nominations for Mayor,
William Manuel was declared Mayor.
T.R. Hernacki nominated Darryl Aubrey for Vice Mayor. With no other nominations for Vice
Mayor, Darryl Aubrey was declared Vice Mayor.
William Manuel nominated David Norris for President Pro Tem. With no other nominations for
President Pro Tem, David Norris was declared President Pro Tem.
Thereafter, the names of William Manuel, Darryl Aubrey, and David Norris were entered into
Resolution 2010-17.
RESOLUTION 2010-17 ADOPTED -COUNCIL OFFICERS
Mayor Manuel moved to adopt Resolution 2010-17 entitled
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, APPOINTING THE MAYOR, VICE MAYOR AND PRESIDENT PRO TEM FOR
THE UPCOMING YEAR; AND PROVIDING FOR AN EFFECTIVE DATE.
Vice Mayor Aubrey seconded the motion, which passed unanimously.
ADMINISTRATION OF OATHS TO COUNCIL OFFICERS
Village Clerk Melissa Teal administered the Oath of Office to Mayor Manuel, Vice Mayor
Aubrey, and President Pro Tem Norris. Said Oaths are attached to the official Minutes.

Mayor Manuel recessed the meeting at 8:00 p.m.
Mayor Manuel invited all those present to join the Village Council in the Conference Room to
recognize and thank outgoing Councilman and former Mayor, Edward M. Eissey, Ph.D.
Mayor Manuel reconvened the Regular Session at 8:30 p.m. All members of Council were
present. All members of staff were present.
CONSENT AGENDA
President Pro Tem Norris moved to approve the consent agenda. Councilman Hernacki
seconded the motion, which passed unanimously. The following items were approved:

RESOLUTION 2010-18 -COMPREHENSIVE ANNUAL FINANCIAL REPORT
• Motion by Vice Mayor Aubrey, second by Councilman Hernacki to adopt Resolution 2010-18 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, ACCEPTING THE COMPREHENSIVE ANNUAL FINANCIAL
REPORT PREPARED BY THE VILLAGE AUDITOR FOR THE FISCAL YEAR ENDING
SEPTEMBER 30, 2009 AND AUTHORIZING ITS FILING WITH THE STATE; AND
PROVIDING FOR AN EFFECTIVE DATE.
Terry Morton, Nowlen, Holt & Miner, P.A., gave an overview and explanation of the
Comprehensive Annual Financial Report for the fiscal year ending 9/30/09.
Thereafter, the motion to adopt Resolution 2010-18 passed unanimously.
Vice Chairman Richard Podell presented comments on behalf of the Audit Committee.
COUNCIL MATTERS
Mayor Manuel congratulated Manager Knight and staffon the successful Heritage Day event.
VILLAGE MANAGER MATTERS
Mr. Knight announced Heritage Day brought in almost $20,000 in ticket sales, which helped to
defray some of the costs of holding the event.
In accordance with the Village's purchasing policy, Mr. Knight reported completion of the canal
dredging project (canals #18 & #19) at a cost of $96,000.
Mr. Knight distributed a document describing two options for summer golf memberships at the
Country Club. By consensus, Council approved the summer golf membership program.
ADJOURNMENT
With no further business to come before the Council, the meeting adjourned at 8:55 p.m.
