AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, CALLING AND PROVIDING FGR A
SPECIAL BOND ELECTION IN THE VILLAGE OF NORTH PALM BEACH, FLORIDA.

WfE:REAS, it has been found necessary by the Village Council of the Village of North Palm

Beach to acquire, improve and enlarge a village hall, to acquire and construct a general meeting
room addition to the village hall, to refund certain of the funded debt of the village, to con-
atruct storm sewers and drains in and for said village, to acquire fire department facilities
consisting of fire fighting apparatus and equipment, to acquire recreational facilities to be used
for public recreational purposes and to acquire, through purchase or otherwise, lands to be usedf
for public recreational purposes, in and for said Village; and
WHEREAS, there are not now available any funds to pay for such costs; and
WHEREAS, authority is contained in the laws of Florida and the charter of said village
to issue the bonds of the village for the purpose of paying all or part of such costs, and to
make such bonds payable from taxes to be levied on all property in the village taxable for such
purpose sufficient for the purpose provided that prior to the adoption of the ordinance author-
izing such bonds for such purposes, the question of the issuance thereof shall have been approved
by a majority of the votes cast at an election in which a majority o£ the freeholders who are
qualified electors residing in the village shall participate, which election is to be called and
held pursuant to the provisions of Chapter 100, Florida Statutes Annotated; and
WHEREAS, it is, therefore, deemed advisable to provide for the holding of a special election
for the quthorization of such bonds;
NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE CODNCIL OF NORTH PALM BEACH, FLORIDA,
Section 1. That a special election is hereby called and ordered to be held in and for the

Village of North Palm Beach, Florida, on November 3, 1964 (that being the day of a general
election), from 7:00 o~clock A.M. until 7:00 o~clock P.M., at which there will be submitted to the
freeholders who are qualified electors residing in said village to be by them voted upon, the
propositions set out in the £orm of ballot appearing in Section 3 hereof. For elections generally
in said village and for the general election being held on the same day all of said village is
contained in the election precincts hereinafter specified and the polling place for each such
election precinct is usually and will be at the place hereinafter indicated. Accordingly, for
the special election hereby called, said village shall constitute one election precinct and the
polling place fro same shall be as shown in the form of notice of election set out in Section 4
hereof .
Section 2. That only those freeholders who are qualified electors in said village and who

havo duly registered according to law, shall be qualified to vote at said special election. The
Village Clerk as Registration Officer shall close the registration books for voting at said special
election at 5:00 o'clock P.M, on October 3, 1964, which date is not less than thirty days before
the date of said election, and said Village Clerk as such Registration Officer is hereby author-
ized and directed to cause to be prepared a list of the names of all qualified electors who are
determined to be freeholders in said village and who are thus qualified to vote at said election,

and to furnish a certified copy of such list of qualified electors who are freeholders to the
' inspectors and clerk of the election. Such list shall be deemed, taken and held to be prima
facia evidence of the total number of qualified electors who are Freeholders residing in said
village and who are qualified to participate in said special election.
Section 3. That for said special election ballots shall be prepared for the aforesaid
' propositions in substantially the following form:

PROPOSITION NUMBER 1
Proposition for the issuance of the bonds of the Village of
North Palm Beach in the amount of $250,000 bearing interest
at not to exceed the rate of five per cent (5~) per annum and
to mature in not to exceed more than thirty (30) years from
the date thereof, for the purpose of paying part of the cost
of acquiring, improving and enlarging a village hall for said
village, which bonds shall cinstitute full general obligations
of the village and be payable from taxes to be levied on all
taxable property in the village.

Proposition for the issuance of the bonds of the Village of

at not to exceed the rate o£ five per cent (5~) per annum and

ing, through construction, an addition to the village hall
consisting of a general meeting room, which bonds shall
constitute full general obligations of the village and be
apyable from taxes to be levied on all taxable property in the

North Palm Beach in the amount of $100,000 bearing interest
at not to exceed the rate of five per cent (5~) per annum and
to mature in not to exceed more than thirty (30) years from
the date thereof, for the purpose of paying and refunding
an equal principal amount of the funded debt o£ the village,
which bonds shall constitute full general obligations of
the village and be payable from taxes to be levied on all
taxable property in the village.

ing storm sewers and drains in and for said village, which
bonds shall constitute full general obligations o£ the village

Section 4. That the Mayor and Village Clerk are hereby authorized and directed to
give notice o£ said special election and of the propositions to be submitted thereat, and of

the registration of qualified voters by publication thereof at least once each week for at
least four consecutive weeks commencing not less than thirty days prior to said election in
the Palm Beach Post-TImes, a newspaper published in Palm Beach County, Florida, and by posting
' in at least ten different places within the territorial limits of the village not less than
thirty days prior to said election, there being no newspaper published in said village. Said
notice of election shall be in substantially the following form:

recreational purposes, which bonds shall constitute full general obligations
of the village and be payable from taxes to b_e levied on all taxable property

Proposition for the issuance of the bonds of the Village of North Palm Beach
iri the amount of $76,500 bearing interest at not to exceed the rate of five per
cent (5~) per annum and to mature in not to ~icceed more than thirty (30) years
from the date thereof, for the purpose of paying the cost of acquiring, through
purchase or otherwise, lands to be used for public recreational purposes, which
bonds shall constitute full general obligations of the village and be payable
from taxes to be levied on all taxable property in the village.

Said special election will be held at the same polling place as the general election being
held the same day, being the place whereat elections are generally held in said village and
in the respective election precinct thereof, namely:

books in the office of the Village Clerk and who are found to be freeholders residing in

qualified electors of said village whose names appear on said registration books and who are
found to be freeholders residing in said village.

Section 6. That the Village Council shall meet at 6:00 p.m, on November 4, 1964,
that being the day after said elections, at the regular meeting place of the said Council and
shall canvass the returns and declare the result of said election.
