Mayor Norris called the meeting to order at 8:16 p.m. All members of Council were present. All
members of staff were present.
APPLICATION -VOLUNTARY ANNEXATION
Mr. Knight reported receipt of an application for voluntary annexation of property located at
9264 Old Dixie Highway.
Mr. Knight gave a presentation on annexation opportunities and strategy. Mr. Knight discussed
western annexation area #1, south of the Earman River, west of Prosperity Farms Road. Mr. Knight
advised that the area along the Florida East Coast (FEC) Railway corridor is proposed for a light
industrial azea. Mr. Knight reviewed a map depicting the property subject to the voluntary
annexation application, as well as adjacent pazcels with property owners that aze also seeking
voluntary annexation.
Mr. Knight referred to the newly adopted amendment to the Village's Comprehensive Plan, which
incorporates a light industrial azea along the FEC Corridor in the Village's Future Annexation Area,
amends the Village Chazacter Statement to add language accommodating light industrial and/or
business pazk uses within the specified annexation azeas, amends Future Land Use to add a light
industrial category with a corresponding maximum floor to azea ration (FAR) of 0.45, and creates an
Annexation Chapter, which outlines policies and objectives incorporating a light industriaUbusiness
park located west of the FEC Raikoad right-of--way. Mr. Knight discussed land uses in the light
industrial azea, which include office space; flex space such as an open wazehouse with office
attached; wazehouse space for light manufacturing, assembly and processing of products; reseazch
and development; and wholesale distnbution and storage ofproducts.
Mr. Knight stated the property that is the subject of the voluntary annexation application is
approximately 1.74 acres located at 9264 Old Dixie Highway, between Old Dixie Highway and the
FEC Railroad right-of--way. Mr. Knight advised that this pazcel has akeady received approval from
Palm Beach County for a commerciaUlight industrial use. Mr. Knight noted the applicant will
consider annexation only if the Village allows construction of the project approved by the county.
• Mr. Knight displayed elevation drawings depicting the facade of Lone Palm Business Park, the
project planned for the azea to be annexed. Mr. Knight advised that the voluntary annexation
application must be reviewed by the Planning Commission, prior to consideration by the Council
on first reading.

• Mr. Knight discussed properties on Ellison Wilson Road in "Northern Area #2" that are otential

voluntary annexation parcels.
Discussion ensued on the definition of an enclave, which is an area enclosed within, and
bounded on all sides by a single municipality. Mr. Knight noted that reduction of an enclave
requires an Interlocal Service Boundary Agreement.
Mr. Knight reviewed the primary conflict areas between the Village and the City of Palm Beach
Gardens with regard to future annexation areas.
Discussion took place concerning permitted uses for the property located at 9264 Old Dixie Highway.
Village Planning Jodi Nentwick is in the process of researching zoning regulations for this area. An
ordinance annexing the property located at 9264 Old Dixie Highway will be placed on the
February 11th agenda for first reading.
Brief discussion was held regarding concrete in the Intracoastal Waterway adjacent to Little
Munyon Island. Mr. Knight reported that it was permitted by State regulatory agencies and
advised that the Coast Guard is placing temporary signage and lighting in this area, which is
outside the channel. Mr. Knight stated that Chief O'Neil and Marine Patrol Officer Vandeusen
are monitoring this issue.
