Ordinance 079 Establishes NPB Country Club Advisory Board - Replaces Ord. #72 ORDINANCE NO. 79 AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH I_ LJI COUNTY, FLORIDA, ESTABLISHING A NORTH PALM BEACH COUNTRY CLUB ADVISORY BOARD; REPEALING ORDINANCE NO. 72; AND, FOR OTHER PURPOSES. ~ -~ ~ ~ BE IT AND IT IS HEREBY ORDAINED BY THE VILLAGE CODUiCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA: Section 1. Ordinance No. 72 of said Village, enacted O December 12, 1961 be and the same is hereby repealed and the Board therein set up is terminated to be succeeded by the Board hereinafter provided for. Section 2. That the North Palm Beach Country Club, as previously J purchased by the Village, and the Village facilities constructed and to be constructed hereon, shall be known as the. North Palm Beach Country Club and Recreation Center, and shall be operated as here- inafter provided. Section 3.(a} That there is hereby created a North Palm Beach Country Club Advisory Board (hereafter "Advisory Board") to be composed of seven members who shall be residents of the Village of North Palm Beach and who also shall be members in some categor~r of the North Palm Beach Country Club and Recreation Center. Such Board shall be the successor to the Board created by Ordinance No. 72 of said Village. (b} The Village Council shall appoint the members of the C~ 7 Board created by Section 3(a~ hereof, and shall fill any vacancies on the Board for the unexpired term. Maurer For term exuirina October 31, 1965 October 31, 1965 October 31, 1965 October 31, 1965 October 31, 1954 October 31, i9-64 October 31, 1964 Subsequent appointees hereunder (except to fill vacancies) shall be for three year terms beginning on November 1. n u (c~ The Advisory Board shall elect a Chairman and Vice-Chairman from its own membership, and all actions of the Board shall be my majority vote, including the election of Chairman and Vice-Chairman. (dJ That open meetings of the Advisory Board shall be held on the first Iuesday of each month and they shall hold such other special meetings as they deem advisable_ (e} That the Chairman of the Board, upon approval by a majority vote of the Board, shall appoint such committees as may be deemed necessary; however, he shall appoint one Board member as a member of each and every committee. (f) That the Advisory Board, with the approval of the Village Council, shall establish such rules and regulations as may be necessary for the proper operation of the North Palm Beach Country Club and Recreation Center and the facilities thereof. The Board shall make such recommendations concerning the operations thereof as it deems advisable to the Village Manager for consideration by the Village Council. (g) That the Village Manager shall be an ex-officio member of the Advisory Board without vote, and shall attend all meetings of ' the Board. He shall pravi.de a secretary to the Board and shall be responsible for minutes of all meetings and the proper notification to Board members of said meetings. Copies of aI1 minutes shall be furnished members of the Village Council, and the Village Manager shall submit monthly financial reports of the facility operations to members o£ the Village Council and to members of the Board. He shall be responsible to the Village Council for the proper administration of the North Palm Beach Country Club and Recreation Center and to that end, he shall have power and shall be required to; 1. Appoint and, when necessary for the goad of the service, remove any employees except as he may authorize the head of a department or office to appoint and remove subordinates in such depart- ment or office; 2. Prepare the budget annually and submit it to the Council and be responsible for its administration after adoption; 3. Prepare and submit to the Council as of the end of the fiscal year a complete report on the finances and administrative activities of the North Palm Beach Country Club for the preceding year; 1 s -2- 4.
