2002-31 Charter Amendment - Vision StatementORDINANCE 31-2002 • AN ORllINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, SUBMITTING TO REFERENDUM A PROPOSED AMENDMENT TO THE VILLAGE CHARTER BY ADDING ARTICLE LA., ENTITLED "VISION STATEMEN7"' DEFINING THE INTENTIONS AND AIMS OF THE GOVERNMENT OF THE VILLAGE OF NORTFI PALM BEACH; PROVIDING THAT THIS ORDINANCE, UPON ADOPTION, SHALI, BF, SUBMI7"1'ED TO THE ELECTORS OF THE VILLAGE OF NORTH PALM BEACH AT THE MAKC}l, 2003, ELECTION HELD WITHIN THE VILLAGE; PROVIDING FOR A NOTICE OF 7'Hfs REFERENDUM ELECTION TO BE PUBLISHED IN ACCORDANCE WITH THE STATE OF PI,ORIUA ELECTION CODES; PROVIDING FOR SEVERABILITY; PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HERIiWITH; PROVIDING FOR AN EFFECTIVE DATE OF THIS ORDINANCE; PROVIDING POR INCLUSION 1N THE VILLAGE CHARTER; AND PROVIDING FOR THE EFFECTIVE' DATE OF PROPOSED CHARTER AMENDMENT. WHEREAS, Chapter 166, Florida Statutes, as amended, provides for charter amendments for municipalities and authorizes the governing body of a municipality, by ordinance, to submit to the electors of said municipality proposed amendments to its Charter; and WHEREAS, the Village Council is desirous of submitting the proposed amendment contained within this ordinance to a vote of the electors at the March, 2003, election to be held within the Village. BE 1T ORDAINF;D BY 1'HE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM B}?ACI I, FLORIDA: Section 1. That a new Article LA. entitled "Vision Statement" is hereby added to the Village Charter and to read as follows: "VISION STATEMENT" This vision statement for the Charier of the Village of North Palm Beach, Florida, defines for all those interested the intentions and aims of the government of this municipality. Consistent with the applicable laws of the State of Florida and the United States of America, this Charter provides the governing statutes of the Village. 7'he underlying thrust of this Charter is to make clear that this government is established and maintained with its primary goal service to all residents and all who have occasion to be affected by its actions. Responsibility is placed on both the • government and the governed to continually seek appropriate means to advance the progress of the Village of North Palm Beach. Since being incorporated in 1956, the Village of North Palm Beach has been a • beacon in community spirit, citizen service, and continuous improvement. Each article in this Charter is aimed at sustaining that light. Only an informed citizenry and properly motivated public servants can preserve and widen the vision of the greatest place to live under the sun." Section 2. This ordinance, upon adoption, shall be submitted to the electors of the Village of North Palm i3each at the March, 2003, election. The ballot title and explanatory statement of the amendment shall be set forth as follows on the ballot for consideration by the qualified electors of the Village of North Palm Beach, Florida: "TITLE" Add a "Vision Statement" to the Charter of the Village of North Palm Beach defining the intentions and aims of the government of the Village. "EXPLANATORY STATEMENT" Ordinance No. 31-2002 would add a Vision Statement defining intentions and aims of the government of the Village of North Palm Beach and specifying that Village government is established and maintained with its primary goal service to all residents. Shall the above-described amendment be adopted? YES (FOR APPROVAL) NO (AGAINST APPROVAL) Section 3. The Village Clerk of the Village of North Palm Beach is authorized and directed to advertise the referendum election in accordance with the State of Florida Election Code. Section 4. ]f any section, paragraph, sentence, clause, phrase or word of this Ordinance is for any reason held by a Courl to be unconstitutional, inoperative or void, such holding shall not affect the remainder of this Ordinance. • Section 5. All Ordinances or parts of Ordinances in conflict herewith are hereby repealed. 2 • Section 6. This Ordinance shall take effect immediately upon adoption. Section 7. In the event of adoption by the electors as provided herein, the Village Clerk shall incorporate the amendment into the Village Charter and shall file the revised Charter with the Florida lleparUnent of State.
