ROLL CALL
Mayor Norris called the meeting to order at 8:16 p.m All members of Council were present.
All members of staff were present, except Village Clerk Melissa Teal, who was out of town.
Item 2.b., Request for Indemnification for Litigation Expenses, was removed from the agenda.
PROSPERITY FARMS ROAD CORRIDOR STUDY
Discussion was held concerning the Prosperity Farms Road Corridor Study prepared by Land
Research Management, Inc. Mr. Knight noted that subsequent to an application to develop
property at the southwest corner of Prosperity Farms Road and Allamanda Drive, staff requested
a study be performed for the entire corridor from PGA Boulevard south to Northlake Boulevard
to determine the best land use category for the area. Mr. Knight described the current make-up
of the parcels along the corridor and said the study was done to determine the potential future
development and redevelopment opportunities. Mr. Knight requested Council direction in
identifying and developing the best land use category for these areas along the Prosperity Farms
Road corridor. Councilman Hernacki disclosed that he owns investment property at the corner
of Prosperity Farms Road and Conroy Drive that lies within the affected corridor.
Mr. Jim Fleischmann, Village Planning Consultant, presented a review of the study that included
options for discussion. Mr. Fleischmann reported that for the purpose of the study, the roadway
was divided into 4 corridor segments to assist in defining the areas. Mr. Fleischmann's first
recommendation was that property owners of the five (5) larger parcels fronting the west side of
Prosperity Farms Road in the North Segment be allowed to petition the Village for approval for
low intensity professional and medical office use. Mr. Fleischmann's second recommendation
was that the Village further investigate a future land use plan map amendment designating an
overlay zone along the corridor and related land development regulations in order to allow
mixed-use and/or small-scale commercial development on the platted lots fronting Prosperity
Farms Road.
Discussion ensued regarding the recommendations, the changing function of the road and
examples of mixed-use land use. Mr. Fleischmann was directed to provide Council with a copy
of his survey of small businesses in the Jupiter Abacoa development. Council consensus was for
• staff to review and concentrate on the two (2) parcels located at the North Segment (in the
vicinity of Allamanda Drive) and the area south of the Earman River to determine the best land
use for these areas. This issue will be placed on an upcoming Workshop agenda for further
discussion.

EMERGENCY MEDICAL SERVICES FEE INCREASE
Discussion took place regarding the creation of athree-tiered Emergency Medical Service Fee
Schedule. Mr. Knight reported that the Village has submitted application to Medicaid that will
allow the Village to bill and accept Medicaid payments. Additionally, Mr. Knight notified
Council that the city of West Palm Beach will no longer provide emergency medical billing
services; therefore, the Village will have to explore other billing options. Mr. Knight presented a
three-tiered fee schedule that better represents the fees in nearby areas. Public Safety Director
Robert O'Neill explained that the current flat fee for emergency medical services in the Village
has been unchanged since 2003. Fire Rescue Lieutenant Andrew Lezza provided a brief
description of the Life Support tiers listed in the fee schedule.
Council consensus was to move this item to a regular agenda.
