Ordinance 014 Swimming PoolsPage hLeZ U ORDINANCE r~14 ' AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALt4 BEACH, FLORIDA, AMENDIPdG SECTION 33.17 OF ORDINANCE ~6 (PLUMBING CODE} OF SUCH VILLAGE; PRESCRIBING A CODE TO BE FOLL~nTED IN THE CONSTRUCTIOid OF SWIMNIING POOLS; AND FOR OTHER PURPOSES. ~ * ~r BE IT ORDAINED BY THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AS FOLLOWS: • Section 1. Definitions. As used in this Ordinance the following words and phrases shall have the ensuing meanings ascribed to them: (a) "Private swimming pool" is hereby defined as any receptacle for water having a depth at any point greater than two (2) feet, used or intended to be used for swimming or bathing, and constructed, installed or maintained in or above the ground as an accessory structure to a residence building for the exclusive use of the occupants of the said residence and their guests. (b) "Public swimming pool" is hereby defined as_any pool ' subject to the regulations of Sections 1 through 43 of Chapter 20, Florida State Sanitary Code. Section 2. No person or firm shall construct, cause to be con- structed, or maintain a public or private swimming pool without first obtaining a permit therefor. Application for the permit shall be made to the Village building official and shall be accompanied by payment of a fee of $10.00 and by plans and spec ific~tions and other data prepared by a competent engineer or architect registered in the State of Florida sufficiently detailed for the . purposes of this ordinance. The $10.00 permit fee is in addition to other con- struction permits for which fees have been established. ~F~-w.,..~~~ - Section 3. The plans, specifications and other data submitted ' shall be in duplicate and in sufficient detail to show: (a) Plot plan, (b) Pool dimensions, depths, and volume, in gallons, (c) Type and size of filter system, filtration and back- wash capacities, (d) Pool piping layout with all pipe sizes shown and type of material, (e) Pool pump capacity, (f) Waterdisposal system. • Page ~3 • C J Section 4. Every private swimming pool shall be either a flow= through type with a water turn-over rate not exceeding twenty (20) hours, or a re-circulating type equipped with either a pressure sand filter system or an approved equal of sufficient capacity to provide a water turn-over rate not exceeding twenty (20) hours. An approved type vacuum cleaner with suction hose shall be provided together with a proper inlet fitting or fittings to attach the hose on the suction side of the filtration equipment. In pools up to and including 36 feet in length, at least one vacuum outlet in the midsection of the pool shall be provided. Two outlets shall be provided for pools longer than 36 feet. Section 5. An approved hair and lint strainer of a type easily accessible for cleaning shall be installed in the filter suction line to the Pip Section 6. There shall be an accepted type of scum-gutter at least across the deep end of a rectangular shaped pool or along the edge of a minimum of twenty-five (25) per cent of the perimeter of an irregular shaped pool. Section 7. No cross connections between the filtration equip- ment and the public water supply lines will be allowed. The inlet pipe or valve for filling the pool shall be a minimum of_six (6) inches above the rim of the pool. Section 8. A:ny electrical equipment connected to the pool shall be inspected and approved by the Electrical Inspector. An electric junction box supplying current for any under water light shall be located above any pos- Bible water height in the pool. Section 9. An outlet shall be placed at a deep point in every pool for re-circulation and drainage. Pool re-circulating piping from the bottom of the pool up to a point not more than two (2) feet below the rim of the pool shall be of copper with minvmun wall thickness of type "K", or brass, Section i0. ,411 piping shall be inspected before coverage. Section 11. All back-fill around the pool shall be tamped in eight (8) inch layers up to finish grade. Section 12. The top of the rim of any pool shall not be in excess of three (3) feet above the average grade of the land surrounding the pool. Page ~~ • Section 13. Piivate swimming pools shall be constructed of rein- forced concrete, concrete black reinforced and poared after laying up, or of ' reinforced gunite construction, or of such equal alternate materials as approved by the Building Official. Section 14. ~i fence designed to prevent children from inadvertently _ wandering into the pool shall completely surround any private swimming pool. The ' fence shall be a minimum of four {4) feet high, and of such design, type and loca- tion as approved by the Village Building Official. All gates or doors opening through the enclosure shall be equipped with a self-closing and self-latching device designed and capable of keep:ing such door or gate securely closed at all times when • not in actual use and prevent= any child from opening said door or gate, provided, however, that the door of any dwelling and forming part of the enclosure herein above required need not be so equipped. Section 15. All Village zoning set-back requirements shall be cow plied with in the plot location of any pool but in no event shall the set-back of the outside rim of a private pool be less than seven and one-half (7~) feet from _ _ the back property line and not less than five (6) feet from the side property line, ' including a two and one-half (22) foot walk around the pool. Section 16. A final approval by the Building Official shall be issued prior to any use made of such pool. Section 17. '.£he provisions of this ordinance shall be construed _ _ to amend Section 33.17 of the Plumbing Code, being Ordinance No. 6 of the Village Council of North Palm Beach.
