Ordinance 001 Rules of Government Applicable to Village Council~. i ORDINANCE #1_ AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF ' NORTH PALM BEACH, FLORIDA, MAKING IT THE DUTY OF THE VILLAGE COUNCIL OF NORTH PALM BEACH TO MAKE RULES FOR ITS OWN GUIDANCE AND GOVERNMENT; ADOPTING RULES FOR THE GOVERNMENT OF THE VILLAGE COUNCIL OF NORTH PALPd BEACH; AND FOR OTHER PURPOSES. %~ ,x ,k ,k °~` ,`~- ' BE IT ORDAINED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. It shall be the duty of the Village Council of • North Palm Beach to make such by-laws, rules and regulations for its own guidance and government as it may deem expedient and to enforce the same by fine or penalty. Section 2. Rules of Government.,- The following shall be the rules for the government of the Village Council of North Palm Beach: ' Rule 1. The Council shall meet at North Palm Beach Country Club House in such Village on the second and fourth ' Monday of each month at 3 o'clock, P. M. Rule 2. The Mayor shall preside at all meetings, if present, and in his absence, the Vice Mayor. Rule The presiding officer shall preserve order and decorum. He shall appoint all committees unless the Council shall otherwise direct. Rule The following order shall be observed in the transaction of business, but such order may be varied by unanimous consent of all Councilmen present: 1. Roll call 2. Reading and approval of minutes 3. Report of Mayor L,.. Petitions and communications 5. Reports of Special Committees 6. Reports of officers 7. Resolutions $. Ordinances. ' 9. Miscellaneous business 10. Claims and vouchers 11. Statements by any member of the public present at the- meeting. ORDINANCE ~1 (Continued) Rule Every ordinance when introduced shall be i n read in full but, upon consideration of any ordinance on second and final reading, if not amended, it may be read by title only. Unless approved and subscribed by the four members of the Village Council, no ordinance shall be adopted until ten days after the introduction of such ordinance. every ordinance upon its adoption shall be signed by the Mayor and by the Village Clerk, and when so signed, it shall become effective then, unless otherwise provided therein. Before introduction all ordinances and resolutions shall he reduced to writing. Resolutions shall be signed by the Mayor and by the Village Clerk, but resolutions which shall be signed by all members of the Village Council shall be valid and as effectual as though passed by unanimous vote of a duly called regular meeting of the Village Council, pro vi ding such resolution is inserted promptly in the Village Resolution Book. Rule 6. No ordinance shall be introduced except at n u a regular meeting of the Council or at some special meeting called for the purpose of introducing such ordinance. Rule A majority of the members of the Council shall constitute a quorum to do business, but a less number may adjourn from time to time and compel the attendance of ahsent members in such man- ner and under such penalties as may be prescribed by ordinance. The affirmative vote of a majority of the members present at any meeting shall be necessary to adopt any ordinance, resolution, order or vote. No member shall be excused from voting except on matters involving the consideration of his official conduct or when his financial interests are involved, in which case the affirmative vote of a majority of the members voting shall be necessary for the adoption of any ordinance, resolution, order or vote. Rule $. The presiding officer, when the Council is in session, shall enforce parliamentary rules for its government sofar as they are applicable to such legislative body.
