04-19-2021 VC WS-MMINUTES OF THE STRATEGIC PLAN WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA APRIL 19 2021 Present: Darryl C. Aubrey, Sc.D., Mayor Deborah Searcy, Vice Mayor Mark Mullinix, President Pro Tem Susan Bickel, Councilmember David B. Norris, Councilmember Andrew D. Lukasik, Village Manager Leonard G. Rubin, P.A., Village Attorney Jessica Green, Village Clerk ROLL CALL Mayor Aubrey called the meeting to order at 6:00 p.m. All members of Council were present. All members of staff were present. Mr. Lukasik provided a brief overview of the meeting agenda, which included reviewing the foundation of the Village's vision, mission, and objectives. Mr. Lukasik explained that Melinda Miller and Trina Pulliam with Trainnovations had met with each of the Councilmembers individually and incorporated that feedback into the suggested language. Ms. Pulliam reviewed the format for the meeting and discussed objectives, including reviewing the results of the Council interviews, dialogue to refine the results, and obtaining a consensus. VISION Ms. Pulliam shared the current vision and two (2) options for suggested language, as follows: • Current o North Palm Beach will be known for our unparalleled amenities and innovative approach to meeting the needs of our safe and secure community through continuous improvement in infrastructure and service delivery as identified by our stakeholders. • Option 1 o North Palm Beach will be known for our unparalleled quality of life and steadfast approach to meeting the needs of the Village while respecting our culture and heritage, preserving our unique character and charm, and providing a safe and secure community. • Option 2 o We sustain and enhance North Palm Beach as the "best place to live under the sun" through superior services, timeless traditions, and quality amenities. Council discussed the intent of a Vision Statement and the wording which was presented. Council came to consensus to adopt Option 2 with the word "we" amended to the word "to." Village Council Workshop Session held April 19, 2021 Page 2 of 4 Mr. Lukasik asked that Council share direction regarding the definition of timeless traditions. Answers included small town atmosphere, carefully managing growth, Heritage Day, and other items. Discussion continued regarding the wording and intent. • Vision as Revised o To sustain and enhance North Palm Beach as the "best place to live under the sun" through superior services, small Village character, and quality amenities. MISSION Ms. Miller shared the current mission and two (2) options for suggested language, as follows: • Current o We sustain North Palm Beach as the "best place to live under the sun" through superior services, timeless traditions, and quality amenities. • Option 1 o We sustain and enhance North Palm Beach as the "best place to live under the sun" through superior services, timeless traditions, and quality amenities. • Option 2 o North Palm Beach will be known for our unparalleled amenities and innovative approach to meeting the needs of our unique community. Services shall be provided in a fair, respectful, and professional manner. We will strive to protect and enhance our natural resources, provide excellent public safety, and maintain a vibrant physical, social, and economic community. Ms. Miller noted option one (1) had been used in the vision. Mayor Aubrey suggested the language be revised to be more active and stated that he would prefer it were shorter. Council discussed the language. • Mission as Revised o North Palm Beach will provide unparalleled amenities and innovative approaches to meeting the needs of our unique community. Services shall be delivered in a fair, respectful, and professional manner. We will protect and enhance our natural resources, provide excellent public safety, and maintain a vibrant physical, social, and economic community. STRATEGIC THEMES Ms. Miller discussed the need to broaden the Village's high-level objectives. Ms. Miller stated that through the interview process, she and Ms. Pulliam had identified strategic themes which could be utilized to connect the vision and mission through operations moving forward. Ms. Miller and Ms. Pulliam reviewed the listr of proposed strategic themes and provided definitions within each. Discussion continued regarding the specifics of the proposed list of strategic themes, definitions, and associated objectives, as follows: Village Council Workshop Session held April 19, 2021 Page 3 of 4 • Community Culture and Character Preserve and honor the traditions, culture and charm of the Village o Conserve and secure our quality of life in keeping with our values and traditions o Recognize and capitalize on our community's essential and unique natural assets, especially our waterways. • Community Engagement Building trust and relationships to inspire citizens to become involved in the community o Create and promote dialogue that is timely, ongoing, responsive, and genuine, or o Effectively communicate to and connect with residents and the broader community. • Quality of Life Providing unsurpassed amenities and programming, efficient and reliable infrastructure and preservation of safety and community well-being o Provide safe, clean, well-maintained, and dependable infrastructure. o Provide a range of mobility options and identify future transportation needs to ensure the main arteries through the Village meet community goals. o Offer and maintain top-quality and market-driven amenities and programming. • All Neighborhoods as Desirable Places to Live Any place in the Village will be a place where we and our families would want to live o Deliver excellent public safety. Continue to be one of the safest cities in Florida. o Promote and maintain the Village's aesthetics and beauty in keeping with our character. o Maintain codes and ordinances in keeping with community values and needs. • People and Performance Optimize processes and operations to deliver value and efficient services o Recruit and retain qualified staff. o Financial sustainability and fiscal responsibility: Allow the Village to thrive over the long term through a diversified tax base and management of all organizational resources. o Ensure Village departments and services are responsive to the community and are fairly, equitably, and efficiently delivered. • Economic Vitality Encourage commercial services and retail offerings that fulfill our community's requirements and expectations o Recruit and support desired businesses. o Guide quality redevelopment to attract new businesses while serving our existing businesses. Consensus was to revise the list to read as follows: • Community Culture and Character Preserve and honor the small Village character, culture, and charm of North Palm Beach o Conserve and secure our quality of life in keeping with our values and Village character. • Community Engagement Building trust and relationships to inspire citizens to become involved in the community o Effectively communicate to and connect with residents and the broader community. NEXT STEPS Ms. Miller explained the next steps would be for Trainnovations to produce and deliver a report based on the revisions. Ms. Miller noted the importance of getting citizen input through surveys and focus groups in the community as part of the continuous strategic planning improvement process. Mr. Lukasik stated that as the management team starts thinking about initiatives to accomplish the objectives in the report, it would be utilized to improve the budget development process.
