A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND VILLAGE
MANAGER TO ENTER INTO AN AMENDMENT TO THE AGREEMENT BETWEEN THE
VILLAGE OF NORTH PALM BEACH (VILLAGE) AND THE NATIONAL ASSOCIATION
OF GOVERNMENT EMPLOYEES (NAGE) OF MARCH 24, 1994, WHICH AMENDMENT
1S ATTACHED AS EXHIBIT "A"; AND, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Village Manager and National Association of Government Employees
(NAGS) have completed negotiations to amend Article XXXIII -Salary to the agreement
between Village and NAGE of March 24, 1994; and
WHEREAS, the Village Council of the Village of North Palm Beach is in agreement with
the proposed amendment as set forth in Exhibit "A" attached to this Resolution.
I3E IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA:
Section 1. The Village Council of the Village of North Palm Beach does hereby
approve the amendment set forth in Exhibit "A" to the agreement between Village and NAGE
• of March 24, 1994.
Section 2. The Mayor and Village Manager are hereby authorized and directed to
execute the amendments set forth in Exhibit "A" for and on behalf of the Village of North Palm
Beach.
Section 3. This Resolution shall take effect immediately upon its adoption.

LETTER OF UNDERSTANDING

This letter of Understanding is entered into this 15th day of
Decembez, 1998, between the VILLAGE OF NORTH PALM BEACH ("VILLAGE")
and SERVICE AND BUSINESS WORKERS OF AMERICA, LOCAL 125, USWA, SEIU,
AFL-CIO, CLC ("UNION").
WHEREAS, the UNION was certified by the. State of Florida
Public Employees Relations Commission on December 1, 1998 as the
exclusive collective bargaining representative fox a bargaining
unit comprised of VILLAGE employees;
WHEREAS, the VILLAGE and UNION are in the preliminary stages
of collective bargaining; and
WHEREAS, the VILLAGE intends to provide a cyst of living
adjustment for non-bargaining unit members; and
WHEREAS, the vILLAGE has offered and the UNION has accepted a
two (2~) percent cost of living adjustment retroactive to October
1, 1997.
NOW THEREFORE THE PARTIES AGREE:
1. The foregoing WHEREAS clauses are true and correct and
represent the agreement of the parties.
2_ Each member of the bargaining unit will receive a two
(2%) percent cost of living adjustment retroactive to October 1,
1997. Each member of the bargaining unit will receive a lump sum
payment for that period of time from October 1, 1997, through the
date of implementation of this Letter of Understanding_
3. The UNION consents to the foregoing compensation and
waives any challenge or unfair labor practice_

• This Amendment to the Agreement between the VILLAGE OF NORTH
PALM BEACH and the NATIONAL ASSOCIATION OF GOVERNMENT EMPLOYEES
dated /y1A/CCH ~H 199,' is effective the 1st day of
October, 1995, by the Employer, the VILLAGE OF NORTH PALM BEACH, a
municipal organization, hereinafter referred to as "VILLAGE", and
the NATIONAL ASSOCIATION OF GOVERNMENT EMPLOYEES, hereinafter
referred to as "NAGE".

• Paragraph i of Article XXXIII - Salary is hereby amended to read:
Each Employee in the bargaining unit as of the date of adoption
of this Amendment to the Agreement by the Village Council shall
receive, effective October 1, 1995, or the effective date of
employment, whichever is later, a three percent (3~) pay increase
to the base salary.
