1995-051 Amends 1992-93 PBA-General Contract1 RESOLUTION 51-95 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND VILLAGE CLERK TO ENTER INTO A WRITTEN AMENDMENT ATTACHED AS EXHIBIT "A", TO THE 1992-93 POLICE BENEVOLENT ASSOCIATION-GENERAL CONTRACT WITH THE VILLAGE; AND PROVIDING FOR AN EFFECTIVE DATE BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. The Village Council of the Village of North Palm Beach, Florida does hereby approve the written amendment to the 1992-93 Police Benevolent Association-General Contract with the Village. Section 2. The Mayor and Village Clerk are hereby authorized and directed to execute the written amendment set forth in Exhibit "A" to the 1892-93 Police Benevolent Association -General Contract for and on behalf of the Village of North Palm Beach. Section 3. This Resolution shall take effect immediately upon its adoption. PASSED AND ADOPTED THIS 9TH DAY OF NOVEMBER , 1995. v~-~ MAYOR 1 ATTEST: 1 Amendment to the Agreement between The Village of North Palm Beach and The Palm Beach County Police Benevolent Association (General) 1 1 This Amendment to the Agreement dated February I1, 1993, as amended, between the Village of North Palrn Beach and the Palm Beach County Police Benevolent Association (General), is effective the 1st day of October, 1994, by the employer, THE VILLAGE OF NORTH PALM BEACH, a municipal organization, hereinafter referred to as "VILLAGE" and the PALM BEACH COUNTY POLICE BENEVOLENT ASSOCIATION, hereinafter referred to as "ASSOCIATION." This Amendment and all other terms and conditions of Agreement between parties dated February 11, 1993, as amended, shall continue in full force and effect until modified or amended. Each party has notified the other of its intent to modify or amend the Agreement for. fiscal year 1995/96. 1 ~~I ~~ g~.i ~.« ARTICLE G. II IEALTH INSLJ1tANCE Effective October 1, 1994, the VILLAGE agrees to pay one hundred percent (100%) of the medical, dental and hospitalization insurance premiums for the employee and fifty percent (50%) of the employee's dependents medical, dental and hospitalization insurance. For the fiscal year 1994-1995, the PBA agrees that employees will pay fifty percent (50%) of the cost of dependent medical, dental and hospitalization insurance premiums and the VILLAGE shall apply such premiums to the cost of the insurance. For fiscal year 1995-1996, the employees will pay fifty percent of the cost of dependent medical, dental and hospitalization insurance premiums, but the VILLAGE shall hold 25% of such premiums in escrow until the implementation of the new pay plan containing a structw'ed basis to provide the opportunity to reach the maximum rates per classification as set forth in the Wage and Pay Plan Study by Cody & Associates, Inc. for the 1995-1996 fiscal year which is to be negotiated between the parties. A $200.00 per person deductible will apply to medical and hospitalization claims and a $100.00 per person deductible will apply to dental claims, subject to restrictions and qualifications of the self- insurance plan. The VILLAGE shall self-insure for all maternity benefits. It will be the responsibility ofthe employee to notify the VILLAGE within three (3) days in the event ' that dependent coverage is no longer required due to a change in marital status. Should the employee not notify the VILLAGE of said change, the employee shall reimburse the VILLAGE for the amount paid for his dependent insurance coverage premium from the date of status change. The VILLAGE retains the right to determine the insurance carrier or it may self insure if it so desires. gennl eanaxt 1 ARTICLE 29. ' WAGES Effective October 1, 1994, all bargaining unit members listed on the attached Schedule and who are employed at the date of execution of this Amendment shall receive base rates of pay in accordance with those rates set forth in the attached Schedule for the fiscal year 1994-95. INCREMENTS -The following increments per year may be received by employees after proper accreditation: PARAMEDIC EMT FIRE FIGHTER DETECTIVE 1 1 $2,000.00 $1,000.00 $1,000.00 10% of base salary Field and Communications Training Officer (F.T.O.) - In addition to the above increments, FTO's and Communications Training Officers will receive a 5% increase in base pay rate above their regular base pay rate when they are actually engaged in a training period. Starting Salary -The starting salary for Public Safety Officers will be $26,809.00 and for dispatchers will be $18,509.00 effective October 1, 1994. The starting salary for Sergeants will be $32,666.00. In the event a Public Safety employee is promoted to the rank of Sergeant, the employee will receive a Sve percent (5%) increase in current annual wage, but in any event the promoted employee shall receive at least the starting pay of $32,666.00.
