12-13-2018 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA DECEMBER 13, 2018 Present: David B. Norris, Mayor Mark Mullinix, Vice Mayor Susan Bickel, President Pro Tem Darryl C. Aubrey, Sc.D., Councilmember Deborah Searcy, Councilmember Andrew D. Lukasik, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 9:20 p.m. All members of Council were present. All members of staff were present. DOVER KOHL PRESENTATION ON UPDATE TO LAND DEVELOPMENT REGULATIONS Mr. Lukasik provided a brief overview of the project. He explained that the purpose of tonight's workshop is informational to introduce concepts and entertain questions. His intention is to hold a series of workshops for Council and the Planning Commission to discuss small sections at a time. Jason King of Dover Kohl and Partners and Bill Spikowski of Spikowski Planning Associates presented an overview of the proposed amendments to the Village's land development regulations. Mr. King stated that there has been a high level of staff involvement and multiple public workshops to allow for input. He explained that several members of the public provided input about their vision for the Village. He discussed the outdated code and several vacancies along US 1. Mr. Spikowski and Mr. King discussed the following: • US 1 corridor o Moving buildings closer to the street o Moving parking — not visible from the street • Concepts of the Master Plan on specific properties and provided visuals. • Inconsistencies in current zoning districts • Recommendations to rename some zoning districts • Cleaning up the Zoning Map • Creating a Main Street o Visual interest on corners o Ability to enclose space on corners • Modifying the development approval process o Authority for Planning Commission to grant waivers o Minor site plan changes approved by staff o Can be appealed to council • All current zoning would remain legal, no non -conforming properties o Language drafted - no issues to current property owners/businesses Minutes of Village Council Workshop Session held September 13, 2018 Page 2 of 3 DOVER KOHL PRESENTATION ON UPDATE TO LAND DEVELOPMENT REGULATIONS continued • Height of buildings o Suggest 4 story limit, measure differently o Provisions for equipment storage on roof • Twin City Mall site o Create special zoning o Shared with Lake Park - approaching them to be sure they're on board • Stepping back larger buildings o Height to be determined o Cautioned not to go too high suggest -2-4 stories viable o Advantages and disadvantages of going too high: traffic o Amend Comp Plan if changing to 6' or higher • Proposed development changes at Publix • In need of redevelopment properties o Special opportunities for these properties. o Potential of these properties — how the sites can be developed, visuals provided • Camelot site • Build -to -zone • IHop site o Potential of site - sidewalks creating connectivity • No changes to future land use map • Northlake Boulevard overlay o Difficult to amend - shared with other communities o Suggest Convert to Northlake zoning district to alleviate confusion and same plan review as US 1 • Update sign regulations for consistency with Supreme Court regulations. • Alternate A 1 A o Suggest keeping the current zoning o Existing regulations discussed o Reduce parking requirements o Will reduce vacant lots. • Additional workshops to be held - breakdown by subject Members of the Planning Commission requested a copy of the information presented as soon as possible. Planning Commission members expressed their interest in the code update. Additional discussion included declaring a zoning in progress, an economic study performed for the Twin City Mall site, further discussion ensued regarding the Camelot Hotel, and concerns about speeding and pedestrians along US 1. Mr. Lukasik discussed the timeline for the code update and recommended additional opportunities to discuss the changes over several workshops for both Council and the Planning Commission. A brief discussion ensued regarding landscaping and hardscape.
