A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA,
ACCEPTING THE BID OF LESCO, INC., ROCKY RIVER, OHIO, FOR 15-0-15
FERTILIZER WITH RONSTAR, IN THS AMOUNT OF $23,040.00, FUNDS TO BE
EXPBNDED FROM ACCOUNTS L8045-35223 AND L8045-35230.
BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA:
Section 1. The bid of Lesco, Inc., Rocky River, Ohio, a copy
of which is attached to this Resolution, is hereby accepted by the
Village of North Palm Beach in accordance with its terms. The
appropriate Village officials are hereby directed to advise said
bidder of this acceptance. The monies are to be expended from
Account No. L6045-35223 (Fertilizer) in the amount of $13,824.00
' and L8045-35230 (Pesticides & Herbicides) in the amount of
$9,216.00.
Section 2. This Resolution shall take effect immediately upon
passage.

than the bidder herein named has any interest in this proposal or in
the contract to be taken, and that it is made without any connection
with any other person or persons making proposal for the same arti-
cle, and is in all respects fair and without collusion or fraud.

RE: Fertilizer Bid - 12 Ton vs 24 Ton Recommendation
DATE: November 2, 1992
The Maintenance Department of the Country Club issued requests for bids on
various grades of ~Ronstar mix fertilizer through the Village purchasing
process. The bids specifically ask for a price per ton and did not request,
nor did they receive, from those responding to the bids a price for total
,tonnage. Some questions have been raised following Bill Lanthier's
recommendation to the Country Club Administrative Board wherein he originally
recommended the purchase of 12 tons of 20-2-20 from Lesco, Inc. at $960.00
per toh. Bill has since realized that it would be more cost effective to
order 24 tons for the entire year with a stipulation that the remaining 12
tons not be delivered until later in the spring (February or March). The bid
specifications called for the price per ton to be good until March 1993.
However, nowhere in the bid specs did Bill call for a total tonnage, nor was
a total tonnage cost rendered by any of the vendors.
Bill's recommendation to purchase the entire 24 tons now at the per unit
price instead of just 12 tons was realized after the issue had gone before
the Country Club Administrative Board and was made as a recommendation to
them for just 12 tons. A couple of you have called me regarding this issue
and I have since researched it and represent to you that we would be well
within the four corners of our Purchasing Regulations to go forward on the
entire order of 24 tons. However, I would qualify the delivery of the first
12 tons to be immediate or within 30-days, but no later than November 30,
1992, with the second 12 tons to be delivered no later than March 30, 1993,
but not sooner than February 1, 1993, thereby providing us a 60-day window
for delivery of the second half of the order.
For your edification, the total tonnage is strictly an in-house figure that
Bill has used for purposes of ordering and was not part of the bid
specification. Subsequently, I believe the Council would be well within the
parameters set out by the Purchasing Regulations to award the bid for a total
of 24 tons at $23,040, as opposed to 12 tons for $11,520.
