10-12-2017 VC WS-MMINUTES OF THE WORKSHOP SESSION �- VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA OCTOBER 12, 2017 Present: Darryl C. Aubrey, Sc.D., Mayor Robert A. Gebbia, Vice Mayor Mark Mullinix President Pro Tem David B. Norris, Councilmember Susan Bickel, Councilmember Andrew D. Lukasik, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Aubrey called the meeting to order at 8:42 p.m. All members of Council were present. All members of staff were present. COUNTRY CLUB CLUBHOUSE PROJECT Brian Idle and Bob Braido of Peacock + Lewis reviewed the revised design plans for the Country Club Clubhouse, including the site plan, floor plans, and pool buildings. He explained that the plan was to have the design completed and submitted for permit before the change of Building Codes at the end of the year. Mr. Idle noted the site plan remained basically the same as reviewed in August, with the restaurant on a centerline axis, giving the restaurant, indoor -outdoor bar, and back lawn area a panoramic view of the golf course between the 9th and 18th holes. Mr. Idle stated the multi-purpose room would be located in the right octagon and the left octagon, located from the 18th fairway and green to the pool deck, would be an outdoor covered pavilion. He described the scale and location of the splash park; with its own entry in between the two (2) family restrooms. Continuing, Mr. Idle reviewed the placement of the pool restroom/shower building, snack bar, main entry with lifeguard stations and check-in, and terrace overlooking the pool deck. He noted that on the lower -level floor plan (drawing A101) for the clubhouse, the octagon under the main entry was eliminated, the covered loggia was reduced from 14 feet in width to 10 feet in width, and there were small detail changes to the golf operation, locker room, and merchandising areas. He reviewed the functions that have been relocated or eliminated in the lower level. Mr. Idle reviewed changes to the upper-level floor plan (drawing A103). He discussed the restaurant and bar design and seating options and reported the plan included 76 total seats in the restaurant/bar area and 11 seats outside, with the ability to add additional tables on the terrace. Councilmember Bickel asked about the bar. Mr. Idle responded that a very nice bar was planned. Discussion ensued regarding seating in the bar. Mr. Idle stated there would be visual representations of the area available at the next meeting. Minutes of Village Council Workshop Session held October 12, 2017 Page 2 of 2 Mr. Idle detailed plans to have outdoor cushioned seating for 40 in the covered pavilion next to the restaurant, with tables and chairs for 52 on the wrap-around terrace. He advised the multi-purpose room would accommodate about 200 for a seated event and noted it could be set up theater -style with a screen on the back wall for movie nights, Super Bowl parties, lectures, and events. Mr. Idle described three (3) conference rooms that would accommodate smaller groups, as the design of the multi-purpose room would not allow it to be subdivided. Discussion ensued regarding monitoring potential blind areas in the Clubhouse. Mr. Braido reviewed the four (4) buildings on the pool deck, including the pool restroom building (drawing A 101), the snack bar building (drawing A 103), the pool check-in building (drawing A 104); and the family restroom building (drawing A105). He explained that the pool restroom would house the men's and women's locker rooms, including lavatories, three (3) showers with dressing alcoves, and a full handicapped suite with restroom. He noted two (2) storage areas were also integrated for pool and deck equipment. Councilmember Bickel discussed needs for storage for personal items brought to the pool. Mr. Idle asked if cubbies or lockers with combinations were needed to meet the need. Discussion ensued regarding lockers for pool patrons to store clothes, bags, toiletries, and equipment and cubbies or benches to stow towels. Director of Special Projects Chuck Huff noted the need for point-of-sale access. Consensus of Council was in favor of the design plans as presented, with additional storage space for pool patrons be added to the pool restroom building.
