Chronology 1956-1963
August 13, 1956 Government of the Village is vested in the Village Council; Council has the power and authority
Village Charter under the Charter to "employ or appoint some person or one of its own members as a Village
Manager and to prescribe his powers and duties. The Manager shall be the administrative
head of the municipal government but shall be subject to the direction and supervision of the
Council. The Manager shall be chosen solely on the basis of his executive and administrative
qualifications and he need not be a resident of the Village. The Manager shall receive such
compensation as shall be fixed by resolution of the Council and shall hold office during the
pleasure of the Council."
January 1, 1957 Albin R. Olson appointed Village Manager -
Mr. Olson served as Village Manager from January 1, 1957 to July 31, 1963
Mr. Olson served as Village Manager and Village Clerk from April 3, 1958 to July 31, 1963.
Mr. Olson served as Village Manager, Clerk, and Treasurer from April 6, 1969 to July 31, 1963.
Mr. Olson served as Village Clerk from August 1, 1963 to October 24, 1963.
August 13, 1963 Qualifications, duties, & other matters of the Office of Village Manager enacted by Ordinance
Ordinance #81 passed on August 13, 1963.
September 16, 1963 Frank R. Spence appointed Village Manager and Village Treasurer
Resolution #174 adopted September 17, 1963
Mr. Spence was the first Village Manager appointed after Ordinance #81 was enacted.
Mr. Spence served as Village Manager and Clerk from November 12, 1963 to January 28, 1966
