1990-02 Creates a Country Club Study CommitteeRESOLUTION NO. 2-90 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, CREATING A COUNTRY CLUB STUDY COMMITTEE; SETTING FORTH THE COMPOSITION OF SAID COMMITTEE AND THE DUTIES AND RESPONSIBILITIES OF SAID COMMITTEE. ' WHEREAS, there will be a comprehensive study of the North Palm Beach Country Club; and WHEREAS, a group of persons is needed who could coordinate the community input during the study and act as a sounding board of residents; and WHEREAS, a group of persons is needed Who Could coordinate the community input during the study and act as a sounding board of residents; and WHEREAS, this Committee would hold such committee and public meetings as may be necessary; NOW, THERBFORS, BE IT ABSOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: ' Section 1. There ie hereby created a Country Club Study Committee to be known hereafter as the Committee. Section 2. Said Committee shall be composed of five (5) adult residents of the village appointed by the Village Council as follows: A. Two members of the Study Committee shall be appointed from among the five (5) nominees receiving the highest number of votes from resident members of the North Palm Beach country Club who are classified as family, single or social memberships. No more than two (2) adult members from a family membership shall be entitled to vote. A nomination form shall be sent resident members of the Country Club at the time the next e regularly scheduled statement for Country Club dues ie scheduled to be forwarded to members. All nomination forms shall be completed and returned to the Village Clerk no later than March 15, 1990. The village Clerk shall than promptly certify to the village Council the five (5) residents of the Village who have received the highest vote of the nominees. The Village Council shall then appoint two (2) members of the Country Club Study Committee from among the five (5) nominees receiving the highest vote. B. Three members of the Study Committee shall be appointed by the Village Council unrelated to the nomination process specified in Section 2.A. ' The term of Country Club Study Committee shall expire upon acceptance of the report or upon six (6) months from appointment, whichever event first occurs. Any person may be removed at any time by a majority vote of the Village Council and, in the event of a vacancy, the Village Council shall appoint a successor to the Committee. Section 3. The Village Clerk shall notify the Committee members of their appointment and shall call a meeting of the Committee within ten (10) days from date of Resolution appointing the Study Committee. At the first meeting the Village Manager and the Mayor shall outline the purpose and responsibilities of the Committee and the Mayor shall preside at the meeting until the ' Committee shall organize and elect from its members a chairman, vice chairman, and secretary. section 4. Meetings of the Committee shall be held at the call of the Chairman or such other times as the Committee may determine, but in no event shall the Committee meet less often than once a month. Meetings of the Committee shall be open to the public and the time and place of the meetings shall be announced sufficiently in advance to notify the public. Notices of meetings shall be posted on appropriate bulletin boards throughout the village of North Palm Beach. The Committee shall keep minutes of its proceedings showing the vote of each member upon each question and shall keep records of its official actions, all of which shall ' be properly filed in the office of the Village Clerk and shall be a public record. The Committee may establish such rules and regulations as it may deem necessary in the conduct of its meetings, and in lieu thereof, Roberts Rules of Order shall be used. Section 5. The Country Club Study Committee shall be advisory to the Village Council and shall have no official powers except those specifically prescribed in this Resolution. Any advice, recommendations or other matters by the Committee shall be subordinate to the control of the Village Council. Section 6. The Committee shall exercise and perform the 1 following powers and duties: A. Serve as liaison for the Village of North Palm Beach and provide input as to the type of Country Club Board, powers, policies, regulations, improvements, long-range planning, and goals of the Village, as it relates to the North Palm Beach Country Club and its usage. Section 7. Members of the Country Club Study Committee shall serve without compensation and any expenses to be incurred by the Committee shall be first approved by the Village Manager prior to any commitments.
