A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, STRONGLY OPPOSING LEGISLATION SEEKING TO PREEMPT
THE REGULATION OF VACATION RENTALS TO THE STATE; PROVIDING FOR
DISTRIBUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, State Senator Manny Diaz, Jr. filed Senate Bill 522 for consideration by the Florida Legislature
during the 2021 legislative session seeking to preempt all local regulation of vacation rentals to the State of
Florida; and
WHEREAS, State Representatives Jason Fischer and Anthony Sabatini filed a similar bill (House Bill 219)
in the House of Representatives; and
WHEREAS, the Village Council strongly believes that the regulation of vacation rentals is a matter of local
concern and necessary to preserve the integrity of residential areas and neighborhoods, including
corresponding property values, while also protecting the health, safety and welfare of residents, property
owners and transient occupants; and
WHEREAS, the Village Council asserts that issues affecting property owners, residents and visitors to
municipalities should be determined locally through the exercise of their home rule authority; and
WHEREAS, the Village Council determines that adoption of this Resolution benefits the health, safety and
welfare of the residents and citizens of the Village of North Palm Beach.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, as follows:
Section 1. The foregoing recitals are ratified as true and incorporated herein.
Section 2. The Village Council expresses its strong opposition to Senate Bill 522, House Bill 219 and
or any other substitute or similar bill filed in the Florida Legislature which further preempts the authority
of municipalities to regulate vacation rentals.
Section 3. The Village Council directs that a copy of this Resolution shall be provided to the Governor,
the Speaker of the Florida House of Representatives, the President of the Florida Senate, State Senator
Bobby Powell (District 30), State Representative Rick Roth (District 85), the Palm Beach County
Legislative Delegation, the Florida League of Cities, County Commissioner Maria Marino (District 1), and
the Palm Beach County League of Cities.
Section 4. This Resolution shall take effect immediately upon adoption.
