A RESOLUTION OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
ACCEPTING THE OFFER OF THE SOLID WASTE AUTHORITY OF PALM BEACH COUNTY
' TO JOINTLY ESTABLISH AND OPERATE A SOLID WASTE PILOT RECYCLING PROGRAM.
BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA:
Section 1. The Village and the Solid Waste Authority will jointly
establish and operate a solid waste recycling pilot program.
Section 2. The Vi1.lage accepts the terms of the program outline,
a copy of which is attached to this Resolution, and which is identified as
Attachment "A".
Section 3. The Village further agrees to pay the Solid Waste
Authority of Palm Beach County the established tipping fees at the Dyer
' Landfill for the material collected during the pilot program. The funds
paid shall be used by the Solid Waste Authority to partially defray the
expense of the operation of the pilot program. The funds are to be expended
from Account No. 10-534-033-34340 (Solid Waste Disposal).
Section 4. This Resolution shall take effect immediately upon
passage.
PASSED AND ADOPTED THIS 25th DAY OF AUGUST, 1988.

RECYCLING PILOT PROGRAM OUTLINE
The pilot program is scheduled to begin the week of Oct. 3, with
collections occurring once a week on the regularly scheduled trash
day. Prior to that time notices must be sent out to residents and
other preparatory action undertaken. The program will run six to nine
months during which data will be drawn to assist with the communities
' establishment of a permanent program. The pilot program will include
collection of newspaper, plastic, glass, and aluminum. Revenues
generated will come back to the Authority to assist with the cost of
containers, promotional literature, and collection.
Village Provides: Contact name, map and information outlining targeted
area (this area should have well defined boundaries and be a
"conscientious" neighborhood of approximately 800 homes), a list of
labels with mailing addresses of the participating homes, a resolution
of Village Council approval for the program, a schedule of regular
trash collection.
SWA Provides: Procurement of recycling containers, door to door delivery
of containers with how-to literature, promotional information to residences
and media, collection on day of regularly scheduled trash collection, drop
off at recycling center, and project status reports and analysis of partici-
pation levels; effect on waste stream; etc.,
