In accordance with Executive Order No. 20-91 issued by Governor Ron DeSantis on April 1, 2020, all
senior citizens and individuals with a significant underlying medical condition are ordered to
stay at home and limit the risk of exposure to COVID-19. The Order further indicates that all
persons in Florida shall limit their personal interactions outside of their homes to only those
necessary to obtain or provide essential services or conduct essential activities. Similarly, the
Centers for Disease Control and Prevention guidance advises that all individuals adopt far-reaching
social distancing measures, including avoiding gatherings of more than 10 people. Therefore, in
accordance with Executive Order No. 20-69 issued by the Governor on March 20, 2020, the
Village of North Palm Beach shall be conducting this meeting utilizing communications media
technology. The members of the Village Council will not be physically present in the Council
Chambers and shall be participating virtually. Members of the public may participate in the
meeting via internet access or by telephone as set forth below.

VALOREM TAX MILLAGE RATE AND BUDGET 2nd Reading of Final Ad-Valorem Tax Millage
Rate and Fiscal Year 2020-2021 Budget.
3. PUBLIC HEARING AND 2ND READING OF ORDINANCES 2020-05 & 2020-06 – CODE
AMENDMENTS – COMPREHENSIVE PLAN AMENDMENT & COMMERCIAL LAND
DEVELOPMENT REGULATIONS Consider a motion to adopt and enact on second reading
ordinances amending the Village Comprehensive Plan and Commercial Land Development Regulations.
4. PUBLIC HEARING AND 2ND READING OF ORDINANCE 2020-09 – GENERAL FUND BUDGET
AMENDMENT Amending the Adopted General Fund Budget for Fiscal Year 2020 to classify the total
amount financed for the 2020 Mack Rear Loader Sanitation Truck as Capital Outlay.

5. PUBLIC HEARING AND MOTION – REASONABLE ACCOMMODATION REQUEST Consider a
motion to approve or deny a Reasonable Accommodation Request filed by Reprieve, LLC for
Community Residences located at 800, 804, and 808 Prosperity Farms Road.
CONSENT AGENDA
The Consent Agenda is for the purpose of expediting issues of a routine or pro-forma nature. Councilmembers
may remove any item from the Consent Agenda, which would automatically convey that item to the Regular
Agenda for separate discussion and vote.
6. RESOLUTION – Approving a blanket purchase order with Baker & Taylor, Inc. for purchase of Village
Library books in an amount not to exceed $36,000.
7. RESOLUTION – Approving a blanket purchase order with Precision Landscape Company of Palm
Beach County, Inc. for landscape repair, replacement and additional plantings for rights-of-way,
facilities and parks in an amount not to exceed $50,000.
8. RESOLUTION – Approving a blanket purchase order with TireSoles of Broward, Inc. d/b/a Elpex
Tires for automotive tires and repair/retread services utilized by the Public Works Department in an
amount not to exceed $70,000.
9. RESOLUTION – Approving a blanket purchase order with Mullinax Ford for automotive parts, repairs
and supplies in the amount of $6,200.
10. Receive for file Minutes of the Planning Commission meeting held 8/4/20.
11. Receive for file Minutes of the Recreation Advisory Board meeting held 8/11/20.
12. Receive for file Minutes of the Library Advisory Board meeting held 8/25/20.
OTHER VILLAGE BUSINESS MATTERS
13. RESOLUTION – BUDGET AMENDMENT – FY 2020 YEAR-END CIP TRANSFER Amending the
Adopted General Fund Budget for Fiscal Year 2020 to transfer $227,325 from the Council
Contingency Account to the Capital Projects Reserve Account to fund the Capital Improvement Plan;
and authorizing execution of the Budget Amendment.
14. RESOLUTION – LED LIGHTING AGREEMENT Approving an LED Lighting Agreement with Florida
Power & Light Company; and authorizing execution of the Agreement.
15. RESOLUTION – COUNTRY CLUB POOL OPERATIONS AGREEMENT Approving an Independent
Contractor Agreement with NPB Aquatic Group, Inc. for operation and management of the Country
Club pool operations at a total cost of $51,800 per year (for a two-year total of $103,600); and
authorizing execution of the Agreement.
16. RESOLUTION – OPPOSITION TO OFFSHORE DRILLING ACTIVITIES Expressing opposition to
offshore drilling activities, including seismic airgun blasting, and support for Presidential Order
Extending the Moratorium on Offshore Drilling.
17. RESOLUTION – THIRD AMENDMENT TO PLANNING AND ZONING SERVICES AGREEMENT
Approving a Third Amendment with NZ Consultants, Inc. for Long-Range Planning and Zoning
Services at a total compensation not to exceed $110,000; and authorizing execution of the Third Amendment.

ADJOURNMENT
If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting,
he will need a record of the proceedings, and for such purpose he may need to ensure that a verbatim record of the proceedings is made,
which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105).
In accordance with the Americans with Disabilities Act, any person who may require special accommodation to participate in this meeting
should contact the Village Clerk’s office at 841-3355 at least 72 hours prior to the meeting date. This agenda represents the tentative agenda for the scheduled meeting of the Village Council. Due to the nature of governmental duties
