Member's Handbook NPBCC, no dateTRY North Palm Beach, Florida MEMBER'S HANDBOOK The original Clubhouse and course, called the Palm Beach Winter Club, was constructed in 1926 for Harry Kelsey, financier, by Addison Misner, architect. At that time one could travel by boat right up to the Clubhouse. In 1935 the Winter Club was purchased by Sir Harry Oakes, who used it as a part-time home. During Sir Harry's ownership the south wing was added. This wing was later used by the Country Club manager as a home while the balance of the building was being used as a Clubhouse and recreation facility. Sir Harry was mur- dered in the Bahamas in a still -unsolved case. The pro- perty passed through the hands of industrialist Ralph Stolkin to insurance billionaire John D. MacArthur in the early 1950's. In 1955 the Ross Brothers, of golf course development fame, purchased the area from MacArthur and gave it its present design. The Winter Club, or Oakes Building, as it is sometimes called, is obviously rich in history. As a guide for conduct on the Club premises, the next few pages outline the Club's Rules and Regulations. These facilities are here for your enjoyment. At the same time, you are always expected to respect and observe the rights of other members and their guests. Above all, nothing will replace good, common sense. CLUBHOUSE REGULATIONS a. The Club assumes no responsibility for loss or damage of property of members or guests on the Club grounds, including articles left in lockers or bag storage areas. b. Parents are responsible for the actions of their minor children at the Club, including but not limited to financial obligations and conduct. c. Repairs of damage to the Club or furnishings by mem- bers or guests shall be charged to the responsible member or parent. d. No dogs or other pets will be allowed on Country Club property. e. Cars shall not be parked on the driveways where so marked. These are fire and emergency lanes. Im- properly parked cars are subject to fine and tow -away. f. No soliciting among or by the Club members or staff shall be permitted on the premises. g. No golf clubs are permitted in the Dining Room or Pub area. h. No golf shoes (spikes) are permitted in the Dining Room. i. No persons are permitted inside the Clubhouse with- out appropriate attire, including shoes. 2 3 GOLF COURSE REGULATIONS a. Proper attire shall be worn. For men, this includes such clothing as sport shirts, sweaters, and/or jackets with slacks or shorts; and for ladies, shirts, blouses, slacks, sweaters, skirts, and shorts. b. Only golf shoes or flat -heeled shoes are permitted on the course. c. No practicing is permitted on the tees, fairways, or greens at any time. The driving range and practice green will serve all practice needs. d. No one is permitted to walk through a bunker unless playing a ball. After playing a shot from a bunker, the player shall smooth out any footprints for the next player. e. The flagstaff may not be used as a rest; after removal It is to be laid carefully on the green without damaging the edge of the cup. f. Electric golf carts shall not be driven within 25 feet of the green, and hand carts may not be pulled between bunker and green. g. Players must repair ball marks on the green. h. No littering. Any refuse must be disposed of in the proper container. i. The rules of the United States Golf Association (USGA) shall govern play. SWIMMING POOL REGULATIONS a. All persons who wish to use either pool must first take a hot soap shower before entering. b. Persons with skin rashes, open sores, or inflamed eyes will not be permitted in the pool. c. No running and/or rough play will be permitted in the pool area or locker rooms. d. Divers must dive or jump straight out from the end of diving boards and/or towers. e. The 3 -meter boards and the 5-, 7'/2- and 10 -meter towers will be used only under the immediate super- vision of a lifeguard. f. No diving is permitted in the shallow portion of the pool, unless permitted under the immediate super- vision of a lifeguard or during competition practices and events. g. Wading pools are for the use of young children who are non -swimmers. A child in the wading pool area must be accompanied by a responsible adult at all ti mes. h. Members and guests are not permitted in the equip- ment room, filter room, or chlorinator room. I.. The Club is not responsible for articles left in the dressing rooms. 4 5 j. Children under eight years of age must be accom- panied by a responsible adult. k. Children under nine years of age are not permitted to use the diving towers. I. Personal flotation devices are not permitted in the main pool. Kick boards may be used with permission of the lifeguards. m. The Pool Manager and his staff may take those measures necessary, including disciplinary action, in order to maintain a safe, wholesome environment for members and guests. n. Minor infraction of these rules by children may result in penalties assessed by the lifeguards, such as place- ment of the child on a "penalty bench" for periods not to exceed one (1) hour per day. A child requiring further discipline may be sent home for the remainder of the day. TENNIS REGULATIONS a. Members, guests, and other players must be signed in on the register before entering the court area, and must play on assigned courts. b. All players must re -register in the Pro Shop prior to switching courts for additional play. c. All players must wear appropriate tennis attire, in- cluding a shirt and tennis shoes. d. Non-playing children are not permitted on the tennis courts at any time. e. Scheduled activities have priority over other play. f. Only tennis members may reserve court time. Unre- served courts will be assigned by the Pro Shop on a first-come, first-served basis. g. Children 12 years and younger may not reserve courts after 7:00 p.m. unless accompanied by an adult. h. Default time for a reserved court is ten (10) minutes. 6 7 ENFORCEMENT OF RULES AND REGULATIONS The following shall be guidelines set forth for enforce- ment of Rules and Regulations: a. Disciplinary action for violations of these Rules and Regulations shall be administered by the Village Man- ager or by persons designated by him, and may include suspension of Club privileges for up to and including thirty-one (31) calendar days. b. Termination of membership in the Club or suspension for more than thirty-one (31) days may be recom- mended to the Council by the Country Club Advisory Board and/or Village Manager for conduct unbecom- ing a member of the North Palm Beach Country Club; or for serious violation of any of these Rules and Reg- ulations, provided, however, that no membership shall be so terminated or suspended for more than thirty- one (31) days without first notifying the member whose membership is thus subject to termination or suspension, in writing, of the charges and complaints against him or her, therein notifying said member of the date, place, and time the Board proposes to in- quire into the charges and complaints, requesting the member to be present. Such hearing shall not be scheduled less than five (5) days.after date of mailing of such notice to such member. c. Such inquiry or hearing may be, for good cause shown and acceptable to the majority of the Board, post- poned or reset with written notice to the member involved. Any inquiry or hearing shall be attended by a quorum of the Board. d. Upon completion of the hearing, the Board, by the affirmative vote of the majority of all members, may recommend: i 1. That the membership be terminated. 2. That the member be suspended for a prescribed period of time. 3. That the member be censured by letter. 4. That the member be exonerated. e. In all such inquiries and hearings, the Board shall have the power to designate the method or procedure and shall preside over and control the hearings in such manner as to insure a full and complete examination of the charges. Every member thus charged, or appearing before the Board, is entitled to be con- fronted by the evidence and witnesses concerning the subject matter of the hearing. f. The recommendation of the majority of the Advisory Board shall be filed in writing with the Village Coun- cil, which shall act upon the recommendation in Regular Session. 8 1 9 DELINQUENT ACCOUNTS A member whose account is in arrears over sixty (60) days from the date of billing shall be denied both charg- ing privileges and membership privileges at the Club. Delinquent accounts shall be charged a penalty as set by the Village Council for unpaid balance thirty (30) days from date of billing. REFUND OF MEMBERSHIP FEES Refunds of membership fees shall not be granted except as follows: a. Death of a member will release heirs from further financial obligation. b. Illness or disability of a member for an extended per- iod, as certified by a physician, may be grounds for excusal or rebate. Extended illness or disability will be for a period covering the remainder of the member- ship ember- ship year. — NOTES —
