A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH
PALM BEACH, FLORIDA APPROVING AN AMENDMENT TO ARTICLE 24
OF THE COLLECTIVE BARGAINING AGREEMENT WITH THE
PROFESSIONAL FIREFIGHTERS/PARAMEDICS OF PALM BEACH COUNTY,
LOCAL 2928, IAFF, INC.; PROVIDING FOR CONFLICTS; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, Village Staff and the Professional Firefighters/Paramedics of Palm Beach County,
Local 2928, IAFF, Inc. ("IAFF") have agreed to amend Article 24, Temporary Appointments, of the
current Collective Bargaining Agreement to acknowledge the creation of a Captain's promotional
list; and
WHEREAS, the IAFF has conducted a ratification vote on the proposed amendment to the CBA; and
WHEREAS, the Village Council wishes to approve and ratify the amendment to the CBA and
determines that the adoption of this Resolution is in the best interests of the Village and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA as follows:
Section 1. The foregoing recitals are ratified as true and incorporated herein.
Section 2. The Village Council hereby approves and ratifies an amendment to Article 24,
Temporary Appointments, of the Collective Bargaining Agreement between the Village and the
Professional Firefighters/Paramedics of Palm Beach County, Local 2928, IAFF, Inc., a copy of
which is attached hereto and incorporated herein.
Section 3. All resolutions or parts of resolutions in conflict with this Resolution are hereby
repealed to the extent of such conflict.
Section 4. This Resolution shall be effective immediately upon adoption.
PASSED AND ADOPTED THIS 28TH DAY OF MAY, 2020.

Temporary Appointments
4. Should the Fire Captain be absent for any reason the position shall be filled by the highest positioned
person on the Fire Captain Promotion list working that day. Should no person on the Fire Captain
Promotion list be working, the Fire Captain position shall be filled by the shift Driver Engineer. If the
Driver Engineer is also absent, the Fire Captain position shall be filled by the highest positioned person
on the Fire Captain step up list.
5. Should the Driver Engineer be absent for any reason, or stepped up to Captain in their absence, the
position shall be filled by the highest positioned person on the Driver Engineer Promotion list working
that day. Should no person on the Driver Engineer Promotion list be working, the Driver Engineer
position shall be filled by the highest placed person on the Driver Engineer step up list working that day.
6. If, however, overtime is required to fill out the shift and the person accepting the overtime holds the
rank of Fire Captain or Driver Engineer, they shall automatically fill that position, negating the above
process.
7. The Promotional/step up list will be maintained by the Fire Chief and updated every three (3) years.
