1980-06 Requesting FDOT Permit Closing of Opening in Median Strip along U.S. 1 South of Parker Bridge RESOLUTION N0. 6-80 A RESOLUTION OF THE VIIJAGF, COUNCIL OF NORTH PALM BEACH, FLORIDA, REQUESTING THAT THE FLORIDA DEPARTMENT OF TRANSPORTATION PERMIT THE CLOSING OF AN OPENING IN THE MEDIAN STRIP ON U. S. HIGHWAY #1 SOUTH OF PARKER BRIDGE, KNOWN AS STATION 86+00 AND REQUESTING THAT THAT AGENCY PERMIT T}{E INSTALLATION OF A LEFT TURN STORAGE LANE IN THE SOUTHBOUND ' LANE IN THE SAME MEDIAN AT STATION 81+00. WHEREAS, The Village Council has received the recommendation of the Village Engineer, a copy of which is attached to this resolution; and WHEREAS, The Village Council is familiar with the actual and potential traffic problems located at median strip crossing South of Parker Bridge and U. S. Highway #l; and WI}EREAS, The Village Council, in consideration of construction contemplated in this area, traffic flow, and the safety of vehicles and pedestrians in the area, believes that certain action should be taken concerning median strips in that area; ' NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORT}1 PALM BEACH, FLORIDA: Section 1. The Village Council of North Palm Beach recommends that the Florida Department of Transportation permit the closing of the median strip on U. S. Highway #1 south of Parker Bridge at Station 86+00 and permit the installation of a left turn storage lane in the southbound lane in said median at Station 81+00. Section 2. The Village Clerk is directed to send a copy of this Resolution to the Florida Department of Transportation. Section 3. This Resolution shall take effect immediately upon passage. Paul Nicoletti, Village Manager Subject: U.S. Highway One, Dledian Openings Near Proposed Marina Bay Development (Our Ref. No. 69-84) Gentlemen: In accordance with your instructions, we have reviewed the plan £or the proposed Dlarina Bay Condominium Development on U.S. Highway 1 at the intracoasta7. waterway wi.t]r particular regard to access to and from the site from U.S. Highway 1. The developers propose to install an access way opposite the present median opening i.n ll.S. Iiighraay 1 and to allow uncontrolled access to and from U.S. Highway l: both north bound and ~~ south bound by this entrance. We feel that the median opening opposite the proposed access .way (DOT Station 86+00) should be closed and the proposed driveway restricted to entering and departing traffic from the north .bound lane only. If the median opening remains as proposed, .traffic exiting the development and proposing to turn into the south bound lane must first cross two lanes of traffic north bound and would potentially become trapped in the median waiting on a break in the traffic coming across U.S. Highway 1 bridge at the 50 mile an hour controlled speed. If the median is closed, exiting traffic from the development who wish to progress south bound would exit at the rear of the site on Marina Drive and enter U.S. Highway 1 at the controlled intersection with Yacht: Club Drive. In order to facilitate entrance into the site by south bound traffic", i.t would ire advantageous to provide a left turn storage lane at the median opening at Station 8]x00 approximately S00 feet further south so that traffic may-enter by means of. the 20 font: roadway adjacent to the Camelot Motel leading to Marina Drive. We therefore recommend that the Village request that the DOT close the median at Station 86+00 and permit the installation of a left turn storage lane in the south bound lane in the median at Station 81+00.
