FOR THE ENSUING FISCAL YEAR OF 1979-1980 THOSE SERVICES OR PROGRAMS, AS IDENTIFIED HEREIN, RENDERED SPECIALLY FOR THE, BENEFIT OF THE PROPERTY OR RESIDENTS IN UNINCORPORATF,D AREAS OF PALM BEAC}{ COUNTY AND FINANCED FROM COUNTYWIDE REVENUES, WHIC}[ APPROPRIATE MECHANISM OF FINANCING MAY BE BY TAXES, SPECIAL ASSESSMF,NTS, OR SERVICE C}{ARGES LEVIED OR IMPOSED SOLELY UPON RESIDENTS OR PROPERTY IN 1'IIE INCORPORATED AREAS OF PALM BEACH COUNTY, BY THE ESTABLISHMENT' OF A ' MUNICIPAL SERVICE TAXING OR BENEFIT UNIT PURSUANT TO PARAGRAP}{ (q) OF SUBSECTION (1) OF SECTION 125,01, FLORIDA STATUTES, OR BY RF,MITTING T}[E IllF.NTIFIED COST OF SERVICES PAID FROM REVENUES REQUIRED TO BE EXPENDED ON A COUNTYWIDE BASIS TO THE VILLAGE OF NORTH PALM BEACH, WITHIN 6 MONTHS OF TI H; ADOPTION OF THE COUNTY BUDGET FOR 1979-1980, IN THE PROPORTION TI[AT COUNTY AD VALOREM TAXES COLLECTED WITHIN THE VILLAGE OF-NORTH PALM RF,ACII BEAK TO THE TOTAL AMOUNT OF COUNTYWIDE AD VALOREM TAXES COLLECTED BY TH}; COUNTY, OR BY ANY OTHER METHOD PRESCRIBED BY STATE LAW. W}{EREAS, Sec. 125.01 (6) (a), Florida Statutes, establishes t}re method and procedure by which the governing body of a municipality may petition the Board of County Commissioners to develop an appropriate mechanism to finance services or programs rendered specially for the benefit of the property or residents in unincorporated areas and financed from countywide revenues; and WHEREAS, the Village Council of the Village of North Palm Beach, has, and does hereby find and determine that the following services or programs now financed from countywide revenues, are rendered specially F'or t}re benefit of the property or residents in unincorporated areas, and the property and/or residents within the Village of North Palm Reach receive no real and substantial benefit from said services or programs, to-wit: 1. Law enforcement rendered through the Sheriff's Road Patrol including the overhead, communications and administration related thereto; as well as law enforcement rendered by the Sheriff's Detective llivision. 2. Erection and maintenance of street identification signs. 3. Operation of the County Planning, Zoning and Building Department. 4. Construction and maintenance of neighborhood parks and recreation area. 5. Construction and maintenance of subdivision street system. G. Construction and maintenance of the County Road and Bridge System. 7. Maintenance of shellrock roads. 8. 9. ]0. 11. 12. 13. Installation and maintenance of street lighting systems. Construction and maintenance of storm drainage systems. Administration of solid waste collection systems. Administration of fire control tax districts. Administration of land development programs. Planning, acquisition, construction, maintenance and operation of water and sanitary sewer utility systems. 14. General administration for the County Commission including, but not limited to, the County Commission, County Attorney, County Administrator, Radio Communications System, artd Finance Office. 15. Rural lot cleaning program. NOW, THF.R£,FORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF 1'HF. V]LLAG}; OP NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, as follows: Section 1. The Village Council of the Village of North Palm ' Beach, Palm Beach County, Florida, pursuant to Section 125.01 (6) (a), 1'lorida Statutes, does hereby petition the Board of County Commissioners oi' Palm 13each County, Florida, to develop an appropriate mechanism to i'inance the services or programs above set forth either by taxes, special assessments, or service charges levied or imposed solely upon residents oi' property in the unincorporated areas of Palm Beach County, by the establishment of a municipal service taxing or benefit unit pursuant to paragraph (q) oi' Subsection (1) of said Section 125.01, Florida Statutes, or by remitting the identified cost of services paid to the Village of North Palm Beach, within 6 months of the adoption of the county budget in the proportion that County ad valorem taxes collected within the Village of North Palm Beach bear to the total amount of countywide ad ' valorem taxes collected by the County, or by any other method prescribed by state law. Section 2. The Village Clerk is hereby directed to file a certified copy of this Resolution with the Palm Beach County Clerk and deliver a copy unto each of the County Commissioners of Palm Beach County and the County Administrator. -2- Section 3.
