MINUTES OF THE SPECIAL EMERGENCY SESSION
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

Mayor Aubrey called the meeting to order at 3:00 p.m. All members of Council were present,
except Councilmember Searcy. All members of staff were present, except the Village Attorney.
RESOLUTION 2019-84 — POLICY FOR PAYMENT AND COMPENSATION FOR NON-
EXEMPT AND EXEMPT EMPLOYEES DURING A DECLARED STATE OF EMERGENCY
A motion was made by Vice Mayor Mullinix and seconded by Councilmember Bickel to adopt
Resolution 2019-84 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, APPROVING THE PAYMENT OF OVERTIME COMPENSATION TO
NON-EXEMPT VILLAGE EMPLOYEES AND THE ESTABLISHMENT OF AN
ADMINISTRATIVE LEAVE BANK FOR EXEMPT EMPLOYEES FOR WORK
PERFORMED DURING A DECLARED STATE OF EMERGENCY WITHIN THE
VILLAGE; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Discussion ensued regarding the amount at which exempt employee's hours worked during
declared states of emergency would be capped.
A motion was made by Councilmember Bickel and seconded by President Pro Tem Norris to cap
exempt employee's hours at 60 hours instead of 40 hours.
Thereafter, the motion to adopt Resolution 2019-84 as amended passed with all present voting aye.
ADJOURNMENT
With no further business to come before the Council, the meeting adjourned at 3:09 p.m.
