1978-06 Petitioning the PBC Commissioners to Develop an Appropriate Mechanism for Financing Services Renderedw RESOLUTION N0, 6-78 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTF{ PALM BEACH, FLORIDA, PETITIONING THE BOARD OF COUNTY COMMISSIONERS OF PALM BEACH COUNTY, PURSUANT 7'0 SECTION 125.01 (6) (a), FLORIDA STATUTES, TO DEVELOP AN APPROPRIATE MECHANISM TO FINANCE SERVICES RENDERED SPECIALLY FOR THE BENEFIT OF THE PROPERTY OR RESIDENTS IN UNINCORPORATED AREAS AND FINANCED FROM COUNTY-WIDE ' REVENUES WHIC}{ MAY BE EITHER BY TAXES, SPECIAL AS- SESSMENTS, OR SERVICF. CHARGES LEVIED SOLELY UPON RES- IDENTS OR PROPERTY IN THE UNINCORPORATED AREAS BY T}[E ESTABLISHMENT OF A MUNICIPAL SERVICE TAXING OR BENEFIT UNIT PURSUANT TO PARAGRAPH (q) OF SUBSECTION (1) OF SAID SECTION 125.01, FLORIDA STATUTES, OR BY RF.MI1'TING T}{E IDENTIFIED COST OF SERVICES PAID BY T}iF. TAXES LEVIED UPON PROPERTY SITUATE WITHIN THE VILLAGE OF NORTH PALM BEACH, FLORIDA. WHEREAS, Sec. 125.01 (6) (a), Florida Statutes, establishes the met}rod and procedure by which the governing body of a municipality may petition the Board of County Commissioners to develop an appropriate mechanism to finance services and activities rendered specially for the benefit of the property or residents in unincorporated areas and financed from county-wide revenues; and WH};REAS, the Village Council of the Village of North Palm Beach, has, and does hereby find and determine that the following services riow i'inanced from county-wide revenues, are rendered specially for the ben- efit of the property or residents in the unincorporated area, and the property owners in the Village of North Palm Beach receive no real or substantial benefits from said services, to-wit: ].. Law enforcement rendered through the Sheriff's Road Patrol including the overhead, communications and administration related thereto. 2. F,rection and maintenance of street identification signs. 3. Operation of the County Planning, Zoning and Building Department. 4. Construction and maintenance of neighborhood. ' parks and recreation area. 5. Construction and maintenance of subdivision street system. G. Construction and maintenance of the County Road and Bridge System. 7. Maintenance of shellrock roads. 8. Installation and maintenance of street lighting systems. t 9. Construction and maintenance of storm drain- age systems. 10. Administration of solid waste collection systems. 11. Administration of fire control tax districts. 12. Administration of land development programs. 13. Planning, acquisition, construction, maintenance and operation of water and sanitary sewer utility systems. 1~1. General administration for the County Commission including, but not limited to, the County Commission, County Attorney, County Administrator, Radio Communications System, and Finance Office. ' 15. Rural lot cleaning program. NOW, T}{ERF.FORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THI> VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, as follows• Section 1. The Village Council of the Village of North Palm Beach, Palm Beach County, Florida, pursuant to Section 125.01 (6) (a), Florida Statutes, does hereby petition the Board of County Commissioners of Palm Beach County, Florida, to develop an appropriate mechanism to finance the activities and services above set forth either by taxes, special assessments, or service charges levied solely upon residents of property in the unincorporated areas, by the establishment of a municipal service taxing or benefit unit pursuant to paragraph (q) oi' Sub-Section (1) of said Section 125.01, Florida Statutes, or by re- ' mitting the identified cost of services paid by the taxes levied upon property situate within the Village of North Palm Beach. -2- Section 2. The Village Clerk is hereby directed to file a certified copy of this Resolution with the Palm Beach County Clerk and deliver a copy unto each of the county Commissioners of Palm Beach County and the County Administrator.
