1978-01 Urging FL Legislature to Incluse Financing ProgramRESOLUTION N0. 1-78 A RF,SOI,UTION OF T}[E VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, RELATING TO THE FINANCING OF NEW LOCAL GOVERNMENT DUTIES; URGING TI{F, FLORIDA LEGISLATURE TO PROVIDE BY LAW THAT ANY LAW RE- QLIIRING MUNICIPALITIES OR COUNTIES TO ADMINISTER ANY PROGRAM OR PROVIllE ANY SI;RVICF,, EQUIPMENT OR FACILITY INCLUDE THE FINANCING OF SUC}{ PROGRAM, EQUIPMENT OR SF,RVICE. WHF,RAS, Article VIII of the Constitution of this state grants to local governments broad home rule powers of local self- government, and WHEREAS, the viability of local government is dependent on a fiscally responsible state government, and WHF,REAS, each year the legislature mandates programs that require local governments to either participate in new governmental programs or increase their participation in already existing programs, attd ' W]}F,REAS, state mandated programs force local governments to incur added costs which fiscally strain local sources of revenue w}tic}t are often not flexible enough to absorb the burden, and WHF,RF,AS, state mandated programs, by substituting state priorities for local priorities, violate the spirit and intent of the home rule philosophy embodied in the Constitution and laws of the Slate of Florida; NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. That the members of the Florida Legislature are hereby urged to provide by law that any law enacted by the legislature after Jttly 1, 1978, which requires a municipality or county to perform ' an activity or provide a service or certain equipment or facility w}tich will require the expenditure of additional funds must provide the funds to finance the activity, service, equipment of facility. Section 2. That the members of the Florida Legislature are hereby urged to support Senate Bill 231 and its companion House bill when so formulated. Section 3. A copy of this Resolution shall be sent to ' Governor Reubin Askew, Senator Jim Glisson, Palm Beach County Commission, Palm Beach County Legislative Delegation, Florida League of Cities, the Palm Beach County Municipal League, and all major municipalities in Palm Beach County.
