Mayor Aubrey called the meeting to order at 7:30 p.m. All members of Council were present.
All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Councilmember Searcy gave the invocation and Councilmember Bickel led the public in the Pledge.
GREAT AMERICAN CLEANUP ANNOUNCEMENT
Councilmember Searcy encouraged the public to participate in the Great American Cleanup on
- Saturday, April 27, 2019 at Lakeside Park, Anchorage Park, and the Community Center.
Additionally, Councilmember Searcy noted that residents with boats could assist with the
cleanup of Munyon Island.

RESOLUTION 2019-34 — APPOINTING MEMBERS TO VILLAGE BOARDS
Pension Boards: President Pro Tem Norris moved to reappoint Alan Kral to the General Employees
Pension Board and Robert DiGloria to the Police and Fire Pension Board. The motion was
seconded by Councilmember Bickel and passed unanimously.

A motion was made by Vice Mayor Mullinix and seconded by Councilmember Bickel to adopt
Resolution 2019-34 entitled:

FLORIDA, APPOINTING MEMBERS TO THE AUDIT COMMITTEE, ENVIRONMENTAL
COMMITTEE, GOLF ADVISORY BOARD, INFRASTRUCTURE SURTAX OVERSIGHT
COMMITTEE, LIBRARY ADVISORY BOARD, GENERAL EMPLOYEES RETIREMENT

Thereafter, the motion to adopt Resolution 2019-34 passed unanimously.
DECLARATION OF EX PARTE COMMUNICATIONS
Councilmember Bickel declared a voting conflict regarding Item 8, a proposed Resolution to
approve minor amendments to The Benjamin School Commercial Planned Unit Development.
MOTION APPROVING FILL PERMIT FOR NORTH PALM BEACH MARINA
Consultant Erin Sita, KCI, reviewed the application by SMH North Palm Beach, LLC for a fill
permit for property located at 1037 Marina Drive (North Palm Beach Marina). Mrs. Sita stated
the request is consistent with Village requirements and recommended approval.
Michael Bryant of Coston Marine Services, Inc. requested approval of the permit.
Thereafter, the Village Council unanimously approved the fill permit application requested by
SMH North Palm Beach LLC.

1 ST READING OF ORDINANCE 2019-03 — CODE AMENDMENT — HEIGHT OF WALLS
AND FENCES ON CORNER LOTS.
A motion was made by Vice Mayor Mullinix and seconded by Councilmember Bickel to adopt
on first reading Ordinance 2019-03 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING ARTICLE III, "DISTRICT REGULATIONS," OF CHAPTER 45
(APPENDIX A), "ZONING," OF THE VILLAGE CODE OF ORDINANCES BY AMENDING
SECTION 45-36 TO CLARIFY AND AMEND THE PROVISIONS RELATING TO THE
HEIGHT OF WALLS AND FENCES ON RESIDENTIAL CORNER LOTS, PROVIDING FOR
CODIFICATION, PROVIDING FOR SEVERABILITY, PROVIDING FOR CONFLICTS, AND
PROVIDING FOR AN EFFECTIVE DATE.
Consultant Erin Sita, KCI, gave a presentation on the proposed ordinance.
Discussion ensued regarding the proposed ten -foot setback for fences on back-to-back properties.
A motion was made by Councilmember Bickel, seconded by Councilmember Searcy, and passed
unanimously to amend the ordinance to provide for a 20 -foot setback on back-to-back properties.
Thereafter, the motion to adopt Ordinance 2019-03 on first reading, as amended, passed unanimously.
CONSENT AGENDA APPROVED
President Pro Tem Norris moved to approve the Consent Agenda. Councilmember Bickel
seconded the motion, which passed unanimously. The following item was approved:
Receive for file Minutes of the Library Advisory Board meeting held 3/26/19.
RESOLUTION 2019-35 —ANCHORAGE PARK BULKHEAD LANDSCAPING
A motion was made by Vice Mayor Mullinix and seconded by President Pro Tem Norris to adopt
Resolution 2019-35 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, APPROVING A PROPOSAL FROM PRECISION LANDSCAPE COMPANY OF
PALM BEACH COUNTY, INC. FOR THE PURCHASE, DELIVERY AND INSTALLATION
OF LANDSCAPING MATERIALS FOR THE ANCHORAGE PARK BULKHEAD AREA
AND AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A CONTRACT
FOR SUCH SERVICES, WAIVING THE VILLAGE'S PURCHASING POLICES AND
PROCEDURES, AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Lukasik gave a status report on the installation of floating docks on the north side of the boat ramp.
Mr. Lukasik recommended approval of the contract with Precision Landscape to install landscape
materials at the Anchorage Park Marina at a total cost not to exceed $36,881.00.
Discussion ensued concerning the specified landscape materials. Discussion was held regarding a
crosswalk shown on the drawing prepared by 2GHO. Public Works Director Steve Hallock advised
the trail would stop on the north side of the boat ramp and there would not be a cross walk painted on
the ramp. Mr. Hallock and Special Projects Director Chuck Huff described the current condition of
the boat ramp.
Thereafter, the motion to adopt Resolution 2019-35 passed unanimously.

RESOLUTION 2019-36 —BENJAMIN SCHOOL PUD AMENDMENTS
A motion was made by Vice Mayor Mullinix and seconded by President Pro Tem Norris to adopt
Resolution 2019-36 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA APPROVING MINOR AMENDMENTS TO THE BENJAMIN SCHOOL
PLANNED UNIT DEVELOPMENT TO REFLECT AS -BUILT CONDITIONS, MODIFYING
THE SITE PLAN, ARCHITECTURAL PLAN AND LANDSCAPE PLAN, PROVIDING FOR
CONFLICTS, AND PROVIDING FOR AN EFFECTIVE DATE.
Consultant Erin Sita, KCI, reviewed the minor amendments to The Benjamin School
Commercial Planned Unit Development.
Thereafter, the motion to adopt Resolution 2019-36 passed 4-0, with Vice Mayor Mullinix, President
Pro Tem Norris, Councilmember Searcy, and Mayor Aubrey voting aye.
RESOLUTION 2019-37— COUNTRY CLUB POOL RESURFACING PROJECT
A motion was made by Councilmember Bickel and seconded by Councilmember Searcy to adopt
Resolution 2019-37 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, ACCEPTING THE PROPOSAL OF FAMILY POOLS INCORPORATED FOR
THE POOL RESURFACING PROJECT AT THE NORTH PALM BEACH COUNTRY CLUB,
AUTHORIZING AND DIRECTING THE MAYOR AND VILLAGE CLERK TO AMEND
THE CAPITAL PROJECTS FUND BUDGET TO TRANSFER $437,325.00 FROM THE
CAPITAL PROJECTS RESERVE ACCOUNT TO THE POOL — CONSTRUCTION AND
MAJOR RENOVATION CAPITAL ACCOUNT TO FUND THE PURCHASE, PROVIDING
FOR CONFLICTS, AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Lukasik distributed a spreadsheet highlighting various projects that need additional funds and
possible funding sources. Mr. Lukasik detailed the scope of work for the pool resurfacing and
lighting project.
Brief discussion took place regarding funding for street resurfacing.
Thereafter, the motion to adopt Resolution 2019-37 passed unanimously.
VILLAGE COUNCIL MATTERS/REPORTS
Councilmember Bickel commented on a lost dog that was later found in a four -foot drainage ditch
on a vacant lot, which prompted concerns regarding the responsibility for securing such areas so
that they don't pose a danger to children. Mr. Lukasik will look into this issue.
Vice Mayor Mullinix discussed visiting the Palm Beach Gardens pool, where he observed that
children use the splash park much more than the splash pad. Discussion ensued regarding the
splash pad at the North Palm Beach Country Club.
Vice Mayor Mullinix reported on a recent visit to the Farmer's Table restaurant in Boca Raton.

VILLAGE MANAGER MATTERS/REPORTS
Mr. Lukasik distributed the report on damages to one of the Village's patrol cars. Mr. Lukasik
noted it was a total loss and requested permission to post the vehicle for sale online on Gov Deals.
By consensus, Council approved the request.
