1976-53 Publish Notice of Special ElectionRESOLUTION N0. 53-76 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, DIRECTING THE VILLAGE CLERK TO PUBLISH NOTICE OF THE SPECIAL ELECTION TO BE HELD ON SEPTEMBER 7, 1976; NAMING THE TIME AND PLACE Wt{ERE SUC}{ ELECTION SHALL BE HELD; APPOINTING THE ELECTION OFFICIALS FOR T}{E SPECIAL ELECTION AND RUN-OFF ELECTION; DECLARING THE OFFICE TO BE FILLED AT SUCH ELECTION. WHEREAS, the Charter of the Village provides for a special election to be held not sooner than sixty days nor more than ninety days following the occurrence of a vacancy in the office of Village Councilman if there are more than six months remaining in the unexpired term and no re},nilar Village election is scheduled within six months; and WHEREAS, due to the resignation of Ronald L. Heraty, there now exists a vacancy in the office of Village Councilman, Group 5; NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PAIA7 BEACH, FLORIDA: Section 1. That a special election shall be held, and is hereby declared to be held in the Village of North Palm Beach, Palm Beach County, Florida, between the hours of 7:00 A.M. and 7:00 P.M. on the 7th day of September, 1976, for the purpose of electing a member to the Village Council to fill the office of Village Councilman, Group 5, for the re- mainder of the two-year term of Ronald L. Heraty, who resigned. Section 2. The Village Clerk is hereby ordered and directed to cause a notice of said election to be published in the Palm Beach Post-Times once at least fifteen days prior to said election. Said notice shall be substantially in the following form: NOTICE OF SPECIAL ELECTION SEPTEMBER 7, 1976 TO ALL QUALIFIED ELECTORS RESIDING IN THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA: ' By order of the Village Council of North Palm Beach, Palm Beach County, Florida, notice is hereby given that a special election will be held in said Village on the 7th day of September, 1976, for the purpose of electing a Councilman for the following office, to-wit: Village Councilman, Group 5 (2-year term ending March, 1978) Said election will be held in the Village of North Palm Beach, and the polling places are designated as Faith Lutheran Church, Precincts 48 and 53; Council Chambers, Village Hall, Precinct 49; and Elks' Lodge No. 2069, Precincts 34, 50 and 52, all in the Village of North Palm Beach. The polls will be open in the voting places from 7:00 A,M. until~7:OD P.M. The following inspectors and clerks have been designated and appointed by the Village Council for the purpose of conducting said election: Faith Lutheran Church. Precincts 48 and 53: Inspectors: Same as Palm Beach County Clerk: Same as Palm Beach County Council Chambers, Village Hall Precinct 49: Inspectors: Same as Palm Beach County Clerk: Same as Palm Beach County Elks' Lodge No. 2069, Precincts 34 50 and 52: Inspectors: Same as Palm Beach County Clerk: Same as Palm Beach County The above officials have also been designated and appointed by the Village Council for the purpose of conducting the special run-off election to be held on the 14th day of September, 1976, if such becomes necessary. The registration books will be open in the Village Clerk's office between the hours of 9:00 A.M, to 12:00 Noon and 2:00 P. M. to ~F:30 P.M. on weekdays only up to and including the 23rd day of July, 1976 and from 9:00 A,M. to 12:00 Noon on Saturday, the 24th day of July, 1976. /s/ Dolores R. The Village Clerk, as registration officer of the Village, is hereby directed to prepare a list of the names of all qualified electors appearing on the registration books of the Village, and she shall keep the registration books open at her office between the hours of - 2 - 9:00 A.M, to 12:00 Noon and from 2:00 P.M. to 4:30 P.M. on weekdays only up to and including the 23rd day o£ July, 1976 and from 9:00 A.M. to 12:00 Noon on Saturday, the 24th day of July, 1976. A certified list of such qualified electors shall be furnished by the Village Clerk to the inspectors and clerks in charge of the polling places on the day of the ' election. Section 4. The inspectors and clerks of said special election to be held on September 7, 1976 are hereby appointed as follows: Faith Lutheran Church, Precincts 48 and 53: Inspectors: Same as Palm Beach County Clerk: Same as Palm Beach County Council Chambers Village Hall Precinct 49; Inspectors: Same as Palm Beach County Clerk: Same as Palm Beach County Elks' Lodge No. 2069 Precincts 34 50 and 52: Inspectors: Same as Palm Beach County Clerk: Same as Palm Beach County Said officers are hereby directed to hold said election in accordance with ' t)~e law and in such manner as to prevent all fraud, deceit and abuse therein or thereto and to make the returns of said election in the manner prescribed by law. Section 5. The office for which said candidate shall be elected at the special election is: Village Councilman, Group 5 (2-year term ending March, 1978) Section 6. The inspectors and clerks of the special election to be held in the Village on the 7th day of September, 1976 are hereby designated to be the same officials to serve at the special run-off election, if such election is held. Section 7. The Village Clerk and election officials are hereby directed to arrange for the use of voting machines at said special election, and the form of the ballot shall be such as is consistent with the use of voting machines. Absentee ballots shall be prepared by the Village Clerk in form consistent with existing Village ordinances. - 3 - Section 8, Immediately after the closing of the polls on the said election day, the inspectors and clerks shall certify the returns thereof to the Village Council and the Village Council shall hold a meeting on the 8th day of September 1976 for the purpose of canvassing the returns and declaring the results of said election.
