1973-53 Creating a Civic Center Advisory CommitteeRESOLUTION N0, 53-73 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, CREATING A CIVIC CENTER ADVISORY COMMITTEE WHOSE RESPONSIBILITY S1[AI,L BF, TO ADVISE THE VILLAGE COUNCIL CONCERNING THE DESIRABILITY, LOCATION AND FUNCTIONAL CONCEPT OF A CIVIC CENTER FOR THE VILLAGE OF NORTH PALM BEACH; SETTING FORTH THE COMPOSITION OF SAID COMMITTEE, THE I)UTIF.S AND RESPONSIBILITIES OF SAID COMMITTEE, AND SETTING FORTH A RF.I'ORTING DATE FOR THE COMMITTEE, WI}EREAS, the Village Council of North Palm Beach, Florida has determined. that a civic center for the Village of North Palm Beach would. be responsive to many recreational, cultural and civic needs in the Village of North Palm Beach; and WHEREAS, the Village Council deems the Civic Center project to be of sufficient importance that the advice of people who would make up a cross section of the Village population is deemed highly desirable i.n formulating the ultimate plans for the Civic Center; ' NOW, T}{EREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORT}[ PAIM BEACH, FLORIDA: -Section 1. There is hereby created a Civic Center Advisory Conuni.ttee to be known hereafter as the Committee. Section 2. Said Committee shall be composed of the following seven (7) persons, all of whom are residents of the Village and each of w}iom shall hold office until the Civic Center report is completed and accepted by the Village Council; provided, however, that any person may be removed at any time by a majority vote of the Village Council and in the event of a vacancy the Village Council shall appoint a success- or to the Corrunittee. The Village Clerk shall notify the Committee members of their appointment and shall call a meeting of the Committee wit}rin ten (10) days from the date of this Resolution. At the first meeting the Village Manager and the Mayor shall outline the purpose and. responsibilities of the Committee and an appropriate Village Council representative shall preside at the meeting until the Committee shall organize and. elect from its members a chairman, vice-chairman and ' secretary. Thereafter, the Committee shall have the cooperation of all Village departments and department heads through the coordination of the Village Manager, who shall make all such department heads and all proper information available at all reasonable times. Section 4. Meetings of the ;Committee shall be held at the call of the chairman or such other times as the Committee may determine, but in no event shall the Committee meet less often than once a month. Meetings of the Committee shall be open to the public and the time and place of the meetings shall be announced sufficiently in advance to notify the public. Notices of meetings shall be posted on appropriate bulletin boards throughout the Village of North Palm Beach. The Committee shall keep nu.nutes of its proceedings showing the vote of each member upon ' each question and shall keep records of its official actions, all of which shall be properly filed. in the office of the Village Clerk and shall be a public record. The Committee may establish such rules and regulations as it may deem necessary in the conduct of its meetings and in lieu thereof Roberts Rules of Order, 1973 Edition, shall be used. Section 5. The Civic Center Committee shall be advisory to t}ie Village Council and shall have no official powers except those specifically prescribed in this Resolution. Any advice, recommendations or other matters concerning the Committee shall be subordinate to the control of the Village Council, which shall have the power to alter, modify or eliminate any action or advice of said Committee. Section G. The Committee shall exercise and perform the follow- ing powers and duties: ' a. Procure information and set forth all facts concerning a Civic Center for the Village of North Palm Beach to the Village Council concerning the establishment of a municipal civic center. - 2 - b. Solicit and receive all suggestions offered by citizens or officials within a scope of its powers and report on such suggestions to the Village Council, together with the recommendations of the Conunittee thereon. c. Prepare a general comprehensive civic center plan and. with the approval of the Village Manager, use such expert assistance as it may require in the preparation of such plan. The plan shall be sub- mitted to the Village Council for its consideration ' on or before March 31, 1974. Said plan may contain, among other recommendations, advice concerning the size and scope of the Civic Center, its location, functions to be located within the Civic Center and needs in the community which such Civic Center is intended to alleviate, timing for construction of the Civic Center, phases of construction, if desirable, estimated costs of construction, together with various alternative plans, if any, and such other information that will enable the Village Council to best continue with a Civic Center plan which will serve the needs of the residents of the Village of North Palm Beach. Section 7. Members of the Civic Center Advisory Committee shall serve without compensation and any expenses to be incurred by the Civic Center Advisory Committee shall be first approved by the Village Manager prior to any commitments.
