Mayor Norris called the meeting to order at 7:00 p.m. All members of Council were present. All
members of staff were present.
PUBLIC HEARING AND SECOND READING OF AD VALOREM TAX MILLAGE RATE
ORDINANCE AND BUDGET ORDINANCE
A motion was made by Councilmember Aubrey and seconded by President Pro Tem Bickel to
adopt and enact on second and final reading Ordinance 2018-06 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, ESTABLISHING AND ADOPTING THE FINAL LEVY OF AD VALOREM TAXES
FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2018 AND ENDING SEPTEMBER 30,2019;
PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
A motion was made by Councilmember Searcy and seconded by Councilmember Aubrey to
adopt and enact on second and final reading Ordinance 2018-07 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, ADOPTING THE ANNUAL BUDGET OF THE VILLAGE OF NORTH PALM BEACH
FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2018 AND ENDING SEPTEMBER 30, 2019
AND AUTHORIZING ALLOCATIONS, APPROPRIATIONS AND EXPENDITURES IN
ACCORDANCE WITH THE BUDGET AND AS AUTHORIZED BY LAW; APPROVING A
COMPREHENSIVE PAY PLAN AND AUTHORIZING THE VILLAGE MANAGER TO
MAKE TEMPORARY APPOINTMENTS TO BUDGETED POSITIONS; APPROVING A
MASTER FEE SCHEDULE; PROVIDING FOR THE CREATION OF GOVERNMENTAL
FUNDS WHEN NECESSARY; PROVIDING FOR THE RECEIPT OF GRANTS OR GIFTS;
PROVIDING PROCEDURES FOR BUDGET AMENDMENTS; PROVIDING FOR THE LAPSE
OF OUTSTANDING ENCUMBRANCES AND THE RE -APPROPRIATION OF UNEXPENDED
APPROPRIATIONS FOR THE PRIOR FISCAL YEAR; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Lukasik gave a presentation summarizing the General Fund and Country Club budgets for
FY 2019 including revenues and expenses, personnel changes, and capital projects. Mr. Lukasik
discussed the impact to residential and commercial taxpayers of the increase in millage from
7.3300 mils to 7.5000 mils, as well as the effect of an additional homestead exemption on the
Village's ad valorem revenues. Mr. Lukasik reviewed the Five Year Capital Improvement Plan.

ORDINANCE AND BUDGET ORDINANCE continued
Mayor Norris opened the public hearing on the ad valorem tax millage rate and budget.
Walter Wilcox, 616 Kingfish Road, stated his family has seen no meaningful increase in personal
income in five years; the state agency for which he works has used the rolled -back millage rate for
the last eight years. Mr. Wilcox compared the Village's ad valorem revenue in FY 2013 to FY 2019,
and stated he doesn't see a Village emphasis on fiscal responsibility or finding efficiencies.
Mick Jacobs, 1030 U.S. Highway 1, #101, stated that in his experience as an electrical and
mechanical engineer, project estimates always go up and there is contingency to cover those costs.
Mr. Jacobs stated residents are being taxed on the Country Club and felt it represented a big cost
for average individuals. Mr. Jacobs suggested using reserves to deflect the costs of other projects,
especially the Country Club. Mr. Jacobs stated leasing patrol cars will cost more than anticipated.
There being no further comments from the public, Mayor Norris closed the public hearing.
Council discussion ensued. Vice Mayor Mullinix proposed keeping the millage rate at 7.3300 mils
and suggested reducing the transfer to the Capital Improvement Plan and omitting the
U.S. Highway 1 Corridor Study, Recreation Master Plan, and Residential Code Update projects
from the FY 2019 General Fund Budget. Councilmembers commented on the budget, including the
need to invest in infrastructure, plan for the future in order to meet community needs, ensure adequate
contingency in the event of a hurricane, and provide for the outcome of ongoing union negotiations.
It was noted that the Village faces a potential $600,000.00 decrease in ad valorem revenue if voters
approve the additional homestead exemption. The public was encouraged to attend future budget
workshop sessions or reach out to councilmembers to ask questions or express concerns.
Mayor Norris announced that the rolled back rate is 6.9710 mils, the percentage increase over the
rolled back rate is 7.59%, and the millage rate to be levied is 7.5000 mils.
The motion to adopt and enact Ordinance 2018-06 on second and final reading passed 4 — 1, with
President Pro Tem Bickel, Councilmember Aubrey, Councilmember Searcy, and Mayor Norris
voting aye, and Vice Mayor Mullinix voting nay.

President Pro Tem Bickel, Councilmember Aubrey, Councilmember Searcy, and Mayor Norris
voting aye, and Vice Mayor Mullinix voting nay.
ORDINANCE 2018-08 — FY 2018 BUDGET AMENDMENT TO FUND COUNTRY CLUB
CLUBHOUSE PROJECT
A motion was made by Vice Mayor Mullinix and seconded by Councilmember Aubrey to adopt
and enact on second and final reading Ordinance 2018-08 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING THE ADOPTED GENERAL FUND BUDGET FOR FISCAL YEAR
2017-2018 TO PROVIDE FUNDING FOR THE NORTH PALM BEACH COUNTRY CLUB
CLUBHOUSE PROJECT; TRANSFERRING $3,922,527 FROM THE UNASSIGNED FUND
BALANCE TO THE CAPITAL PROJECTS FUND COUNTRY CLUB CLUBHOUSE PROJECT
CAPITAL ACCOUNT; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR AN EFFECTIVE DATE.

ORDINANCE 2018-08 — FY 2018 BUDGET AMENDMENT TO FUND COUNTRY CLUB
CLUBHOUSE PROJECT continued
Mr. Lukasik reviewed the major expenses and total project cost for the Country Club project and
discussed the impact of the budget amendment on the Village's unassigned Fund Balance.
Mayor Norris opened the public hearing.
Mick Jacobs, 1030 U.S. Highway 1, #101, stated that people attended the meeting to see if there
would be a change or reduction in the millage. Mr. Jacobs felt all propositions were already
made and asked why are residents here if they have no power, authority, or input.
There being no further comments from the public, Mayor Norris closed the public hearing.
Mayor Norris gave a brief synopsis of the budget process and encouraged residents to attend the
budget workshops and provide comments regarding what should be included in the budget.
Thereafter, the motion to adopt and enact Ordinance 2018-08 on second and final reading passed
unanimously.
