Time Limit: 3 minutes Anyone wishing to speak should complete a Public Comment Card (on the table at back of Council Chambers) and submit it to the Village Clerk prior to the beginning of the meeting. RESOLUTION – FIREARMS PREEMPTION LAWSUIT – TABLED ON 5/10/18 Consider a motion to remove from the table a proposed resolution authorizing and directing intervention into a lawsuit seeking to declare provisions punishing elected officials for violating the state firearms preemption are invalid. ACTION 2. RESTAURANT AND BANQUET FACILITY OPERATOR a. VENDOR PRESENTATIONS Rolys at Dublin LLC d/b/a “Bistro” Fairways & Greens 5 Star Hospitality, LLC b. COUNCIL MOTION TO RANK FIRMS Council votes by ballot on ranking Consider a motion to rank the top two firms and direct the Village Manager and Village Attorney to commence competitive negotiations. ACTION 3. RESOLUTION – AMENDMENT TO CONSTRUCTION MANAGER AT RISK SERVICES AGREEMENT Consider a motion to adopt a proposed resolution approving Amendment #1 to the Agreement for Construction Manager at Risk Services with The Weitz Company, LLC for the North Palm Beach Country Club Clubhouse Project to provide for a Guaranteed Maximum Price for demolition and related site work and adopt General Conditions; and authorizing execution of the Amendment. ACTION 4. RESOLUTION – GOLF CARTS LEASE AGREEMENT Consider a motion to adopt a proposed resolution accepting the proposal from Club Car, LLC for the lease of 80 GPS equipped golf carts, and authorizing the Village Manager to execute the lease agreements and related documents. ACTION 5. RESOLUTION – PRECISION LANDSCAPE BLANKET PURCHASE ORDER Consider a motion to adopt a proposed resolution amending Resolution No. 2018-44 to increase the blanket purchase order with Precision Landscape Company of Palm Beach County, Inc. by $25,000 to provide for the removal of trees, the planting of new trees and the trimming of existing trees on the Village Golf Course. ACTION 6. RESOLUTION – ELECTRONIC LOCK PURCHASE Consider a motion to adopt a proposed resolution accepting the proposal from Electronic Access Systems, Inc. d/b/a Southern Lock and Supply Co., Holb Sierra Corporation and Security Lock Systems of Tampa, Inc. for the purchase and installation of six electronic locks for the Fire Rescue side of the Public Safety Building at a total cost not to exceed $19,263.00. ADJOURNMENT If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting, he will need a record of the proceedings, and for such purpose he may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105). In accordance with the Americans with Disabilities Act, any person who may require special accommodation to participate in this meeting should contact the Village Clerk’s office at 841-3355 at least 72 hours prior to the meeting date. This agenda represents the tentative agenda for the scheduled meeting of the Village Council. Due to the nature of governmental duties and responsibilities, the Village Council reserves the right to make additions to, or deletions from, the items contained in this agenda.
