RESOLUTION N0. 340-68
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA,
AUTHORIZING THE VILLAGE MANAGER, ON BEHALF OF THE VILLAGE OF NORTH PALM BEACH,
TO SUBMIT AN APPLICATION FOR CONSTRUCTION FUNDS FOR A NORTH PALM BEACH PUBLIC
LIBRARY PURSUANT TO TITLE TWO OF THE LIBRARY SERVICES AND CONSTRUCTION ACT
AS AMENDED, AND ASSURING THE AVAILABILITY OF LOCAL MATCHING FUNDS FOR CONSTRUCTION
OF A VILLAGE LIBRARY IN ACCORD,~NCE WITH THE APPLICATION; AND FOR OTHER MATTERS
CONCERNED THEREWITH, INCLUDING THE EMPLOYMENT OF A LIBRARY BUILDING CONSULTANT,
ARCHITECT AND ENGINEER.
WHEREAS, the Village Council of North Palm Beach has determined that
a. new library-building is needE=_d to provide proper library services for the
residents and taxpayers of the Village of North Pa.1m Beach; and
WHEREAS, the Village Council has. determined to hire a library
building consultant and to app7_y to the State of Florida. for federal funds from
the allotment available to the State of Florida. for the construction of public
library facilities; and
WHEREAS, The Vi1la.ge of North Palm Beach has the present ability
to assure the State and the Federal Government that it has sufficient funds
locally to match the funds which can be provided under the Library Services and
Construction Act; now, therefore,
BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA:
Section 1. The Village Manager be and he is hereby authorized and_
directed to submit an application for construction funds for a. North Palm Beach
public library facility pursua.n.t to Title Two of the Library Services and
Construction Act a.s amended (P. L. 89-511) and to take all steps, do all things
necessary to complete the applica ion and to a.tta,ch to the application all
additional requirements.
Section 2. The site plan for the proposed new Village of North Palm
Beach library is that area. of the Village owned property lying directly West
of the North Palm Beach Village Ha11 and being between the North Palm Beach
Village Hall and the North Palm Beach Elementary School.
Section 3. The Mayor and the Village Clerk be and they are hereby
authorized to enter into a. contra:et with Ze11a. Adams as library building con-
sulta.nt and with McKercha.r & Wallace a.s Architects a.nd Engineers 'for the North
Palm Beach library in accordance with the aontra,ets a.tta.ched hereto, marked
Exhibits 1 and 2, and by reference made a part hereof.

Section 4. The Village Manager and the Vi1la.ge Treasurer be and they
a.re hereby authorized and directed to place into a.n escrow account the sum of -
$100,000.00 to be earmarked specifically for local matching funds for the -
construction of the North Palm Beach Municipal Library and upon establishing -,
' this escrow account, the Village Mana.ger.and the Village Treasurer a.re hereby _
directed to sign a, statement to that effect assuring the availability of these _
local matching funds as indicated in the construction money application referred
to above.
• Section S. The Village Manager is hereby further authorized and
directed to employ the services of all necessary Village personnel to assure
compliance with the requirements in applying for construction a.id and the Mayor
is authorized to sign an assurance of compliance with Title VI of the Civil
Rights Act of 1964 Statement HEW Form N.441 and to seek documentary evidence -
that the site of the North Palm Beach Library is in compliance with the
President's Executive Order 11296 and such Departmental regulations as ma.y be
issued in evaluation of flood hazards.
