R2018-34 Cardiac Monitor Defibrillators PurchaseRESOLUTION 2018-34 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA APPROVING THE PURCHASE THREE ZOLL X SERIES CARDIAC MONITORS/DEFIBRILLATORS AND ACCESSORIES FROM ZOLL MEDICAL CORPORATION; AUTHORIZING AND DIRECTING THE MAYOR AND VILLAGE CLERK TO AMEND THE CAPITAL PROJECTS FUND BUDGET TO TRANSFER $81,953.00 FROM THE CAPITAL RESERVE ACCOUNT TO THE FIRE — MACHINERY AND EQUIPMENT CAPITAL ACCOUNT; DECLARING THREE EXISTING CARDIAC MONITORS/DEFIBRILLATORS AS SURPLUS PROPERTY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Fire Rescue Department is requesting the purchase of three cardiac monitors/defibrillators as listed on the five-year Capital Improvement Plan ("CIP") utilizing CIP funds; and WHEREAS, Village Administration recommends the purchase of three X series cardiac monitors/defibrillators from Zoll Medical Corporation based on verified written quotes received from the two remaining manufacturers of such equipment and utilizing pricing set forth an existing competitively bid contract with Volusia County (PR -L-16-512); and WHEREAS, the Village Council seeks to amend the current capital projects fund budget to transfer $81,953.00 from the Capital Reserve Account to the Fire — Machinery and Equipment Capital Account to find the purchase of the equipment; and WHEREAS, the Village Council wishes to declare three existing cardiac monitors/defibrillators as surplus property and authorize their disposal through trade-in; and WHEREAS, the Village Council determines that the adoption of this Resolution, including a waiver of the Village's purchasing policies and procedures, is in the best interests of the Village and its residents. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA as follows: Section 1. The foregoing recitals are ratified as true and incorporated herein. Section 2. The Village Council hereby approves the purchase of three X series cardiac monitors/defibrillators and accessories from Zoll Medical Corporation based on pricing set forth in an existing competitively bid contract with Volusia County at a total cost of $81,952.47, with funds expended from Account No. K5812-66490 (Fire — Machinery and Equipment). Section 3. In order to fund this expenditure, the Village Council hereby approves a budget amendment for the transfer of funds as indicated below: Page 1 of 2 Budget Amendment: Account Description Use Source Capital Projects Fund: K5812-66490 Fire — Machinery & Equipment $81,953.00 K5541-66000 Reserve Expenses - Capital $81,953.00 Total Capital Projects Fund: $81,953.00 1 $81,953.00 Section 4. The Mayor and Village Clerk are hereby authorized and directed to execute the budget amendment for and on behalf of the Village of North Palm Beach. Section 5. The Village Council declares three existing MRX Biphasing cardiac monitors/defibrillators as excess property and authorizes their disposal through trade-in on the new equipment. Section 6. All resolutions or parts of resolutions in conflict with this Resolution are hereby repealed to the extent of such conflict. Section 7.
