1964-195 Development of Transportation Plan for PBC RESOLUTION N0, A RESOLUTION OF THE VILLAGE OOUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE PROPER MUNICIPAL OFFICIALS TO ENTER INTO AN AGREEMENT WITH PALM BEACH COUNTY AUTHORIZING THE COUNTY TO ACT IN BEHALF OF AND REPRESENT THE VILLAGE OF NORTH PALM BEACH IN THE DEVELOPMENT OF A TRANSPORTATION PLAN FOR PALM BEACH COUNTY. ~ ~ ~ F ~ WHEREAS, the Municipality deems it advisable to enter into an agreement with Palm_Beach County, authorizing the County to act in behalf of and represent the Village of North Palm Beach in the development of a transportation plan for Palm Beach County. NOW, THEREFORE, be it resolved by the Village of North Palm Beach, Florida. Section 1, The Village Council of the Village of North Palm Beach, Florida, does hereby authorize and direct the proper Village officials to enter into an agreement with Palm • Heach County authorizing the County to act in behalf of and represent the Village of North Falm Beach in the development of a transportation plan for Palm Beach. County. Section 2. The authority granted to the County shall not entail expense to the Municipality. PASSED AND ADOPTED this 12th day of May, 196y. Mayor ' (SEAL) ATTEST: Village Clerk PRELIMINARY COUNTY - VILLAGE OF NORTH PALM BEACH MEMORANDUM OF AGREEMENT • THIS AGREEMENT, made and entered into this 12th day of May, 1964, by and between the COUNTY .OF PALM BEACH, FLORIDA, hereinafter called the County, and the VILLAGE OF NORTH PALM BEACH, an incorporated municipality, hereinafter called North Palm Beach; WITNESSETH: WHEREAS, Section 9 of the Federal-Aid Highway Act of 1962, as amended, promulgates the declaration that it is in the national interest to encourage and promote the transportation system embracing modes of transportation to serve the states and local communities efficiently ' and effectively; and WHEREAS, after July 1, 1965, the Bureau of Public Roads shall not approve any program £or Federal.-Aid Highway protects are based on a continuning, comprehensive transportation planning process carried on cooperatively by states and local communities; and • -1- RESOLUTION N0, Page -2- • WHEREAS, the instructional memorandum of the United States Department of Commerce, Bureau of Public Roads, No. 50-2-63, dated March 27, 1963 indicates that the "West Palm Beach Urbanized Area° as listed in Table 23, U. S, Census of Population - 1960, General Social and ' Economic Characteristics, United States Summary, U, S, Bureau of the Census, is one of the areas referred to in the 1962 Act; and WHEREAS, North Palm Beach, Florida by resolution attached hereto and made a part hereof as Exhibit A dated the 12th day of May, 1964, has requested the County to represent North Palm Beach in the fulfillment of the obligations devolving upon North Palm Beach in connection with ' said studies; and WHEREAS, the County is willing to act in the capacity of agent and coordinating entity in tho developing and evaluation o£ information relating to the Following factors: ' 1. That the economic, population, and land use elements be considered fully; 2. That estimates be made of the future demands for both ppblic and private movement of both people and goods; 3. That terminal facilities and traffic control 'systems be included in the planning; and 4. That the entire area within which the forces of development are interrelated should be included - not just as it exists now, but as it is expected to be urbanized within the fore- cast period; NOW, THEREFORE, THIS AGREEMENT WITNESSETH: That in consideration of the premises and the covenants hereinafter set forth to be kept and performed by each of the parties hereto, it is ' hereby mutually covenanted and agreed as follows: 1. The County and North Palm Beach shall participate in a joint project, designated as +'Palm Beach County Urban Transportation Study" in accordance with the Instructional Memorandum of the United States Department of Commerce, Bureau o£ Public Roads, No. 50-2-63, dated March 27, 1963. 2, For the purpose of this project North Palm Beach hereby appoints and designates the County to represent it as a coordinating entity between the State Road Department and North Palm Beach to process the comprehensive character of the program outlined above.
