The said waters shall be considered as an integral part of the drainage system of the area and shall therefore be subject to use for drainage purposes to the extent necessary and desirable for the proper drainage of adjacent areas and the Grantee is hereby granted full and complete right arri authority to enter upon said waters for the purpose of cleaning of, and proper maintenance of said waters. • 4.
