08-24-2017 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA AUGUST 24, 2017 Present: Darryl C. Aubrey, Sc.D., Mayor Robert A. Gebbia, Vice Mayor Marls Mullinix President Pro Tem David B. Norris, Councilmember Susan Bickel, Councilmember Andrew D. Lukasilc, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Cleric ROLL CALL Mayor Aubrey called the meeting to order at 9:55 p.m. All members of Council were present. All members of staff were present. ZONING IN PROGRESS ORDINANCE Discussion took place regarding a proposed Ordinance declaring a Zoning in Progress for the U.S. Highway One and Northlake Boulevard Commercial Corridors. Mr. Rubin detailed the provisions of the ordinance. The guiding principles and concepts of the Master Plan have been outlined in the proposed ordinance, Mr. Rubin explained, so that the Village would have a mechanism for incorporating those concepts into developments plans submitted before a form -based code or hybrid code is adopted to implement the Master Plan. Mr. Rubin discussed expanding the scope of the ordinance beyond U.S. Highway One and Northlake Boulevard to include the other commercial corridors in the Village. By consensus, Council agreed to include Alternate AlA and Prosperity Farms Road in the areas subject to Zoning in Progress. Mr. Rubin stated the proposed ordinance would be presented to the Planning Commission for review and recommendation before coming back to Council on first reading. NPB COUNTRY CLUB CLUBHOUSE PROJECT — DESIGN OPTIONS AND BUDGET Mr. Lukasilc reported that Village staff, Peacock + Lewis, and Gaudet and Associates had been working together to develop a series of clubhouse design alternatives for Council consideration. Brian Idle and Bob Braido of Peacock + Lewis Architects and Planners, LLC reviewed the current layout and floor plans and presented alternate designs for the Country Club Clubhouse and Pool Facility. Joe Gaudet, Gaudet and Associates, reviewed the estimated costs as detailed in the budget recap. Discussion was held concerning the designs and the construction budget. Consensus of Council was in favor of design option C.1, with the addition of a cover or awning over the terrace adjacent to the restaurant, and leaving the lower level as -is.
